A. 
Whenever snow falls to a depth of three inches or more or either the Township of Springfield or the City of Philadelphia declares a highway snow emergency, all parking upon the streets or highways of the Township is hereby prohibited. When and where a resident of the Township has access to a garage, driveway or other facility for off-street parking or when and where a vehicle of a nonresident is parked adjacent to premises the owner or occupier of which has access to a garage, driveway or other facility for off-street parking, said vehicles shall be placed in the off-street parking facility. In cases where a resident of the Township does not have access to a garage, driveway or other facility for off-street parking or where a vehicle of a nonresident is parked adjacent to premises the owner or occupier of which does not have access to a garage, driveway or other facility for off-street parking, then, and only in such event, shall parking be permitted upon the street or highway; provided, however, that such parking on the street or highway shall be only on one side thereof as follows: during even-numbered years parking shall be on the even-numbered side of the street, and during odd-numbered years parking shall be on the odd-numbered side of the street, provided, further that where parking restrictions are permanently in effect, such restrictions shall prevail, notwithstanding the provisions of this section.
B. 
Any vehicles parked on Township streets or highways, not in accordance with the provisions of Subsection A, after snow falls to a depth of three inches or more, or when either the City of Philadelphia or the Township of Springfield has declared a highway snow emergency, shall be towed at the owner's expense and the owner fined in accordance with the provisions of this chapter.
It shall be unlawful to throw, shovel or plow snow into or upon any roads and streets within the Township from adjoining property with the intent of allowing such snow to remain on such roads and streets.
A. 
Any owner, person, firm, association or corporation who shall violate any of the provisions of this article, upon conviction thereof, be liable to pay a fine which shall not exceed $100 and all costs incurred by the Township for each and every offense.

B. 
All fines and penalties imposed by this article are recoverable by summary proceedings before any District Justice for the Township of Springfield, and all suits or actions at law instituted for the recovery thereof are to be in the name and for the use of the Township of Springfield against which the offense is committed, and, upon recovery thereof, all such fines and penalties are to be paid into the treasury of the Township.
