[The Town enacted an ordinance creating an Employee Health
Benefit Fund summarized as follows: "The Employee Health Benefit Fund
provides an effective and administratively efficient manner to meet
obligations of employee medical benefit payments. A fund can receive
contributions from the Town and employees (as may be defined in the
collective bargaining agreement) and other sources. Disbursements
from the fund will be made to meet obligations or employee medical
benefit payments and the administration of same."]
