rules and regulations of the Planning and Zoning Commission or any
other land use regulatory authority of such town in the same manner
as any other person undertaking land use in said town.
E.
Budget. The Commission shall be responsible for the
preparation of an annual budget and shall determine each town’s
share of such budget based upon Regional School District #17 average
daily membership. Each of said towns shall include such assessment

of either town, or the Haddam or Killingworth Annual Budget Meeting,
reduces the funds budgeted for the Authority, a proportional reduction
shall be made by the other town.
F.
Records and reports. The Authority shall maintain
accurate records of receipts and expenditures and records of the conduct
of its affairs and shall submit to each town’s Board of Selectmen
an annual report of the Authority’s activities during the preceding
