The purpose of this article is to provide for the orderly growth of the street system in the Town of Haddam; to prevent duplication of street names within the Town of Haddam; to prevent confusion of street names in the Town of Haddam with the names of other streets within the jurisdiction of the emergency services which serve the Town of Haddam; and to establish a Street Name Approval Committee.
Within this article, the following terms shall have the following meanings:
COMMITTEE
The Street Name Approval Committee established by this article.
STREET
Include roads, highways, and streets in the Town of Haddam, whether state, Town or private, and shall include rights-of-way that will or can serve more than one home.
Street names approved by the Committee shall be required for all proposed streets.
The Board of Selectmen shall appoint a Street Name Approval Committee for an initial term beginning with the effective date of this article and ending January 1, 1990, and for regular terms of two years beginning on January 1 of each even-numbered year. The Committee shall consist of one member from each of the Haddam Volunteer Fire Company, Inc., the Haddam Volunteer Ambulance Service, Inc. and the Assistant Director of Public Works.
A. 
Upon application for subdivision approval, or application for approval of an interior lot or lots that will or can be reached with a right-of-way that will or can serve more than one home, the applicant shall submit to the Public Works Department a request for approval of any street name(s).
B. 
The Committee shall review the Town inventory of street names to help assure that the proposed street will not duplicate or become confused with another street name within either the Town of Haddam or the jurisdiction of the emergency services serving the Town of Haddam.
C. 
The Committee shall pass upon the proposed street name within 30 days from the date the applicant has submitted a request for street name approval. At any meeting of the Committee, a majority of its total membership can approve a proposed street name. Proposed street names can also be approved without a meeting, provided that every member of the Committee approves the proposed street name in writing.
D. 
The Assistant Director of Public Works shall promptly notify the applicant of the Committee's decision. The Committee shall act within 30 days from its receipt of any further street names from the applicant.
E. 
The Town of Haddam will not grant a building permit for any home on or served by a street requiring street name approval until the Committee has approved the street name.
F. 
Once the Committee has approved the street name, the Assistant Director of Public Works shall forward notice of the approval to the Haddam Volunteer Fire Company; Haddam Ambulance Corps; Connecticut State Police (Troop F or other troop serving the Town of Haddam); Valley Shore Emergency Communications; Haddam Assessor; Haddam First Selectman; Haddam Director of Emergency Management; Haddam, Higganum and East Hampton Postmasters; the Haddam Town Clerk; and any other emergency service that in the Committee's judgment should be informed. The Town Clerk shall record the approved street name in a ledger and acknowledge the recording to the Assistant Director of Public Works and the Town Engineer.
G. 
Street construction shall not begin until a street sign with the approved street name has been erected at its entrance.
The Town Engineer shall maintain an inventory of street names with the Town of Haddam, including street names approved by the Committee and street names in use before the passage of this article.
The Committee's approval of any proposed street name shall not be construed as acceptance by the Town of such street or any portion thereof.
