It shall be unlawful to deposit, discharge or otherwise dispose of any wastes or sewage in any manner other than by those methods which are approved by the Town.
It shall be unlawful to discharge any wastes, sewage or industrial wastes to a natural outlet without the proper treatment and subject to approval by the Board.
The owner of all houses, buildings or properties used for human occupancy, employment, recreation or other purposes, situated within the Town and abutting on any street, alley, easement or right-of-way in which there is now located or may in the future be located an "available" (as defined in Article I) public sewer of the Town, is hereby required at his expense to connect such sanitary facilities as exist or may exist directly with the proper public sewer in accordance with the provisions of this bylaw within five years after the date of acceptance of the sewer by the Town. Additionally, persons with failed cesspools or septic systems may be required to connect to the proper public sewer within a shorter time period, as determined reasonable by the Board. Any person failing to connect to the public sewer within the time limit herein shall be subject to a fine of not more than $200, as determined by the Board.
