Three or more persons shall not stand together or near each other in any street, or on any footpath or sidewalk, or upon any land left open and used as a sidewalk in the Town, so as to obstruct the free passage for foot passengers; any person or persons so standing shall move on immediately after a request to do so by a Constable or police officer of the Town.
No person shall loaf or loiter upon any public way after having been requested by a Constable or police officer to move.
