The position of Municipal Administrator of Hazlet Township is hereby created in and for the Township.
The Municipal Administrator shall be possessed of a high degree of executive and administrative abilities, with special emphasis on training and experience in governmental affairs.
A. 
The Municipal Administrator shall be appointed by a majority vote of the Township Committee.
B. 
Any vacancy in the position of Municipal Administrator shall be filled by appointment by the Township Committee.
C. 
The Municipal Administrator shall receive such salary as shall be prescribed by the Salary Ordinance of the Township, as amended from time to time.[1]

The Municipal Administrator shall be the chief administrative officer of the Township, and he or she shall be responsible to the Township Committee as a whole for the proper and sufficient administration of the business and affairs of the Township and the proper performance of the employees thereof. The Municipal Administrator shall be responsible for the general management of all business, functions and activities of the Township government, excepting therefrom those duties and responsibilities conferred upon other officials of the Township by statute or other applicable laws, rules and regulations promulgated by state or county agencies or ordinances of the Township.

A. 
The Municipal Administrator shall carry out the following functions and shall have the following authority and responsibility:
(1) 
To supervise all activities of all municipal departments and have authority and control of each and every employee of the Township.
(2) 
To serve as the personnel officer of the Township and as such shall recommend hiring and promotion of all employees of the Township. He or she shall have the authority to discipline all employees, by suspension or reprimand, provided that he or she shall thereupon immediately report his or her actions to the Township Committee. The Municipal Administrator shall recommend discharge of employees where required. All employees covered by the Department of Personnel provisions of this state or other applicable statutes shall nevertheless be promoted, hired, suspended or discharged only in accordance with such provisions.
(3) 
To implement and enforce the administrative policies and procedures of the Township and all of its departments.
(4) 
To implement and enforce policies and procedures for all Township departments for the requisition, purchase, inspection, receipt, storage, distribution, internal transfer and disposal of and payment for supplies, materials and equipment after consultations with department heads and the Township Committee. Each department shall maintain adequate inventory records of all equipment and materials owned and used by the Township and shall provide the same to him or her. The Municipal Administrator shall arrange for the disposal of all inadequate or obsolete materials after reporting the same to the Township.
(5) 
To assign responsibility for departmental duties and coordinate interdepartmental operations of the employees.
(6) 
To make recommendations concerning the nature and location of public improvements and coordinate and expedite the execution of public improvements, as authorized by the Township Committee.
(7) 
To assist the Township Committee in negotiating contracts for the Township, as authorized by and subject to the approval of the Township Committee.
(8) 
To keep himself or herself informed of all federal, state, county and local projects and programs which may be of benefit to the Township.
(9) 
To prepare and submit to the Township Committee before the close of the fiscal year or on such alternate date as the Township Committee shall determine a proposed budget for the next fiscal year. In preparing the proposed budget, the Municipal Administrator or an employee designated by him or her shall obtain from the head of each department, agency, board or officer estimates of revenues and expenditures, and other supporting data as he or she requests. The Municipal Administrator shall review such estimates and shall submit his or her recommendations with respect thereto to the Township Committee.
(10) 
To be responsible for the administration of the budget after its adoption by the Township Committee, and the implementation of the programs contemplated in the budget.
(11) 
To act as liaison on behalf of the Township with all utility companies serving any portion of the Township to ensure that such utilities are providing adequately for the needs of the residents of the Township.
(12) 
To keep the Township Committee currently informed of all matters within his or her jurisdiction by such reports, verbally or written, as he or she deems advisable or as may be requested by the Township Committee, and shall make such recommendations to the Township Committee as he or she deems necessary and advisable for the welfare of the Township.
(13) 
To attend all meetings of the Township Committee and take part in the discussions. The Municipal Administrator shall receive notice of all regular and special meetings of the Township Committee and all advisory committees. The Municipal Administrator shall be responsible for the preparation of agendas for each meeting of the Township Committee, including workshop meetings, and shall be prepared to supply facts pertinent thereto and make the same available at the meetings.
(14) 
Purchasing.
(a) 
The Municipal Administrator shall be deemed the purchasing officer of the Township and shall supervise the purchase, in accordance with the provisions of the governing statutes and sound purchasing practices, of all supplies and equipment for the various agencies, boards, departments and other offices of the Township. No purchases whatsoever shall be made by any department head or employee except through him or her.
(b) 
Prior approval of the departmental chair shall be obtained for individual purchases exceeding $1,000. Purchases in excess of the statutory bid level shall be made according to state statutes and shall require approval of the Township Committee. For purchases made without prior approval of the Township Committee, at least two quotations shall be solicited from manufacturers, firms or dealers when the cost of the item purchased exceeds $500. The purchase shall be made from the lowest responsible bidder or quote made when the kind and quality of the items are equal.
(c) 
The Municipal Administrator shall keep an account of all purchases and shall, from time to time or when directed by the Township Committee, make a full written report thereof. The Municipal Administrator also shall issue rules and regulations governing the requisition and purchase of all municipal supplies and equipment consistent with the provisions of this section.
(15) 
To review all bills and vouchers for payment prior to final approval by the Township Committee and shall make recommendations concerning the same.
(16) 
To maintain a continuing review and analysis of budget operations, work programs and costs of municipal services.
(17) 
At the request of the Township Committee, to inspect the duties, responsibilities and functions of any elected or appointed official or department of the Township, submitting his or her report relating thereto to the Township Committee for such further action as the Township Committee may deem appropriate in such instance.
(18) 
To submit to the Township Committee, as soon as possible after the close of the fiscal year, a complete written report on the administrative activities of the Township for the preceding year.
(19) 
To see that the provisions of all franchises, leases, permits and privileges granted by the Township are complied with.
(20) 
To attend to the letting of contracts, in due form of law, and supervise the performance and faithful execution of the same, except insofar as such duties are expressly imposed upon some other Township officer or official by statute.
(21) 
To see that all money owed the Township is promptly paid, and that proper proceedings are taken for the security and collection of all the Township's claims.
B. 
The Municipal Administrator may recommend the employment of experts and consultants to perform work and render advice in connection with the operation of the dedicated utilities or work projects in the Township, subject to approval by the Township Committee.
C. 
All general and official correspondence addressed to the Township shall be referred to the Municipal Administrator, and he or she shall assure that it is transmitted to the appropriate officer or department for disposition and reply.
D. 
All complaints regarding services or personnel of the Township shall be referred to the office of the Municipal Administrator. The Municipal Administrator, or an employee designated by him or her, shall investigate and dispose of such complaints. The Municipal Administrator shall keep a written record of such complaints and when and what action was taken in response thereto, and provide to the Township Committee a copy thereof when requested to do so.
