§ 151-1 Purpose.

The purpose of this chapter is to require the clear display of authorized and assigned house or building numbers on every building, including mobile homes, fronting on any public or private street in the Township of Hazlet in order to assist the general public and emergency services, public and private, in identifying any property in case of emergency or otherwise.

§ 151-2 Applicability.

A. All dwelling houses, stores or other principal buildings erected or to be erected within the Township of Hazlet shall display house numbers assigned by the Township of Hazlet as provided for herein and in conformity with the specifications provided for herein.

B. All mobile homes within the mobile home parks in the Township of Hazlet shall display numbers assigned by the park owners as provided herein and in conformity with the specifications provided for herein.

§ 151-3 Display of assigned number required.

A. The owner, occupant or lessee of each and every house, store, mobile home or other building which now fronts or which may hereafter front upon any public or private street within the Township of Hazlet shall, at his or her own expense, within three months after the adoption and publication of this chapter, cause the authorized and assigned number of such house, mobile home or building to be permanently and conspicuously placed in accordance with the specifications set forth herein.

B. The owner of the mobile home park shall construct and maintain at the entrance of the park a sign containing a map of the park with all street and mobile home numbers denoted thereon. The sign shall be a minimum height of five feet and shall be illuminated allowing for visibility at all times.

§ 151-4 Specifications.

House, mobile homes or building numbers shall be:

A. In Arabic numerals or script.

B. A minimum height of five inches.

C. Mounted in a secure fashion to the front wall or porch of the building or other fixed appurtenance in the front of the building so as to be clearly visible from the street.

D. Sufficiently legible as to contrasting background, arrangement, spacing and uniformity under a light near the front door so as to be clearly visible from the street.

E. At least 45 inches above ground level and so placed that trees, shrubs and other obstructions do not block the line of sight of the numbers from the street upon which the building fronts.[1]

§ 151-5 Specifications for buildings with increased setbacks.

If said house, mobile home or building has such a setback location that the provisions of § 151-4 cannot be complied with, then the owner, occupant or lessee shall provide a post, rod or other type of fixture of a substantial nature, including a mailbox with the number and reflectors on each side of the number affixed thereon and so located on the premises that the number shall be conspicuous and visible from the street upon which the building fronts.

§ 151-6 Assignment of numbers.

House numbers shall be assigned by the Township of Hazlet. Every owner, occupant or lessee of a building constructed or to be constructed in the Township of Hazlet shall apply to the Municipal Administrator's office for an authorized number in accordance with this chapter and applicable provision of the Subdivision Ordinance of the Township of Hazlet.[1]

§ 151-7 Failure to comply; remedy by Township; costs to become lien.

Upon the failure of an owner, occupant or lessee to ascertain and affix upon any building to which this chapter applies the assigned and authorized number within three months after the final adoption and publication of this chapter, it shall be lawful for the Township Committee of the Township of Hazlet to cause to be affixed to such building or appurtenance provided for herein the assigned and authorized number by an authorized agent of the Township. Such agent shall execute a return to the Township Committee of the cost of so affixing said number, and the Collector of Taxes of the Township of Hazlet, upon certification, shall charge the same to the owner of the building and collect the cost in the same manner as all taxes are collected, and such cost shall be a lien upon said land.

§ 151-8 Warning notice; violations and penalties.

A. Any person who violates the provisions of this chapter shall receive a thirty-day warning notice, and if not complied with, upon conviction thereof, shall be punished by a fine of not less than $20 to no more than $100.

B. The imposition and collection of the penalty imposed by Subsection A of this section shall not bar the right of the Township to collect the costs described in § 151-7 hereof.
