The Township Committee shall administer Natco
Lake Park and the following rules and regulations shall be enforceable
by the Police Department of Hazlet Township.
The following rules and regulations for Natco
Lake Park are hereby established:
A. Removal of natural resources. No person shall divert
any watercourse, dig or remove natural resources, whether submerged
or not, or any soil rock, stones, trees, shrubs, plants, down timber,
wood and materials, or make any excavation by tool, equipment, blasting
or other means or agency.
B. Trees, shrubbery. No person shall damage, cut, carve,
plant or transplant or remove any tree or shrubbery, or injure the
bark, or pick the flowers or seeds of any tree or shrubbery. No person
shall attach any rope, wire or other contrivance to any tree or shrubbery.
No person shall dig or otherwise disturb areas or in any way injure
or impair the natural beauty or usefulness of any area.
C. Hunting and firearms. No person shall hunt, trap,
or pursue wildlife at any time. No person shall use, carry or possess
firearms of any description, or any air rifles, spring guns, bows
and arrows, slings, paint ball guns or ammunition or any other form
of weapon potentially inimical to wildlife and/or dangerous to human
safety, or any instrument that can be loaded with and fire blank cartridges,
paint balls or any kind of trapping device. Any form of shooting any
item prohibited by the terms of this article into park areas from
beyond park boundaries is forbidden.
D. Fire. No person shall kindle, build, maintain or use
a fire. No person shall throw away or discard any lighted match, cigar
or cigarette, paper or other material.
E. Vehicles. No person shall drive a motor vehicle of
any kind within or upon any part of the park area, with the exception
of emergency work in case of fire, accident, public disaster, impending
damage or emergency.
F. Rubbish and refuse matter. No person shall take in
or dump, deposit or leave any rubbish or refuse matter of any kind
in the park. Rubbish and refuse matter shall include, but not be limited
to, the following: bottles, broken glass, ashes, paper, boxes, can,
rubbish, waste, construction waste, pallets, garbage, oil, grease
or household waste, sick, diseased or dead animals, organic refuse
or any other offensive waste.
G. Pollution of water. No person shall throw, discharge,
or otherwise place or cause to be placed in any waters, lake, stream,
or flowing drain, any substance, matter or thing, solid or liquid,
which could or may result in the pollution of said waters.
H. Bathing, boating or swimming. No person shall bathe,
swim, waste or use any type of gas powered or motorized boat in any
water or waterways, nor sled, ice skate, ice boat, or walk on or upon
any ice without the express permission of the Township Committee,
and all said activities shall be considered dangerous to any person
or persons engaging in such activities.
I. Animals. No person shall cause or permit any animal
owned by him, in his custody or under his control to run, unless restrained
by leash, not exceeding six feet in length.
J. Behavior. The following regulations concerning behavior
shall be applicable in the park:
(1) No person shall take in consume or drink any alcoholic
beverages or controlled dangerous substances while in the park, nor
enter the park under the influence of alcoholic beverages or any controlled
dangerous substances.
(2) No person shall engage in loud, boisterous, threatening,
abusive, insulting or indecent language, or engage in any disorderly
conduct or behavior tending to breach the public peace.
(3) No person shall destroy, remove or deface park bulletin
boards or trail markers.
(4) No person shall destroy nesting boxes or nests nor
disturb nesting birds or wildlife nor cause injury to wildlife or
birds.
K. Closed areas. Any section or part of the park may
be declared closed to the public at anytime and for an interval of
time, either temporarily or at regular and stated intervals for any
use that is found reasonably necessary.
L. Hours. Natco Lake Park is closed from dusk to dawn.
No person shall remain, camp, stay, sleep or loiter in the park during
its closed hours without the permission of the Township Committee.
Those who wish to utilize the park during its closed hours must apply
to the Township Committee for a permit for such use. A copy of this
permit must be submitted to the Police Department of Hazlet Township
at least 24 hours prior to the desired use.
The Police Department of the Township of Hazlet
is hereby designated as the exclusive enforcement authority concerning
all rules and regulations set forth in this article.
A. For a violation of any provision of this article, the maximum penalty, upon conviction, shall not exceed the maximum penalties set forth in Chapter
1, General Provisions, Article
III. Each and every violation of any provision of this article shall be considered a separate violation and shall subject the person so charged to the maximum penalty.
B. That all other ordinances or parts of ordinances inconsistent
herewith are hereby repealed.
C. This article shall take effect upon final passage
and publication in accordance with law.
