The governing body shall consist of the Mayor
and six Council members, all of whom shall be elected at large in
the Borough and take office in the manner provided by law. Their terms
of office shall commence as provided by law.
Whenever a vacancy occurs in the membership
of the governing body, it shall be filled as provided by law.
The Council shall, by a majority vote, adopt
rules of procedure not inconsistent with this chapter and the applicable
statutes. Such rules of procedure shall be adopted at the annual organization
meeting of the Council and may be amended from time to time by the
majority vote of the Council.
The governing body shall hold an annual organization
meeting in accordance with the requirements of statute. Thereafter,
the governing body shall meet regularly at such times and places as
provided by resolution. Said resolution shall provide for regular
monthly meetings of the Council, as well as such work sessions as
shall be deemed appropriate. Additionally, where the circumstances
require, the governing body may meet in special or emergency meetings.
All meetings shall be conducted in accordance with the requirements
of statute, and all notices of meetings shall be in accordance with
the requirements of the Open Public Meetings Law.[1]
