A. 
Employees shall be granted vacation leave, with pay, each calendar year in accordance with the following schedule, which shall be retroactive to the date full-time employment commenced.
B. 
Vacation time shall be computed as follows:

(1) 
During the first year of employment, the employee shall be granted 1/2 day of vacation for each full calendar month of employment.
(2) 
During the first full calendar year of employment: 10 days.
(3) 
One full calendar year but less than five full calendar years: 10 days.
(4) 
Five full calendar years but less than 11 calendar years: 15 days.
(5) 
Eleven full calendar years: 16 days.
(6) 
Twelve full calendar years: 17 days.
(7) 
Thirteen full calendar years: 18 days.
(8) 
Fourteen full calendar years: 19 days.
(9) 
Fifteen full calendar years but less than 21 years: 20 days.
(10) 
Twenty-one full calendar years: 21 days.
(11) 
Twenty-two full calendar years: 22 days.
(12) 
Twenty-three full calendar years: 23 days.
(13) 
Twenty-four full calendar years: 24 days.
(14) 
Twenty-five full calendar years: 25 days (capped after 25 years).
C. 
All such vacation leaves shall be taken at a time approved by the department head, and in the case of department heads, with the approval of the Borough Administrator. The Borough Administrator shall be notified in advance of all such vacation leaves.

Accumulation of vacation leave beyond that earned in a calendar year shall be permitted only with the approval of the department head and the Borough Council. No employee shall be permitted to accumulate more than a total of five days of unused vacation leave. An exception to this five-day ruling can be made by an approved resolution when, in the opinion of the Borough Council, conditions exist where deferral of vacation is in the community's best interest. The resolution shall specify the reasons for deferral and shall be subject to annual review, and, in addition, this accumulated vacation shall be taken by June 1 of the year following.
Temporary employees shall not be eligible for vacation leave unless they have been employed for six consecutive months or more. Part-time employees shall not be eligible for vacation leave. Accrued vacation leave shall be compensated for when the employee becomes separated, either voluntarily or involuntarily, from the Borough service, unless the employee terminates service without giving two weeks' notice to his/her department head.
Any official holiday occurring during an employee's vacation leave period shall not be counted as a day of vacation leave but shall entitle the employee to a substitute day of vacation leave.
