It is not the intention of the within chapter
to vest any employee with tenure. Those employees who have tenure
under any applicable statute of the State of New Jersey will continue
to have tenure. Those employees who serve at will and do not have
statutory tenure are intended by this chapter to continue to serve
as nontenured at-will employees. It is further explicitly declared
by the governing body to be its intention not to create either an
expressed or implied contract of continued employment. The governing
body hereby specifically declares and determines that nothing contained
in the within chapter shall constitute a warrant, a representation
or a contractual commitment, either express or implied, to any employee
that there is an enforceable right and expectation of continued employment.
