A. 
There is hereby established in the Borough of North Haledon a Board of Recreation Commissioners, to consist of five citizens and residents of the Borough of North Haledon to be appointed by the Mayor with the advice and consent of the Borough Council.

B. 
The Commissioners first appointed shall be appointed for terms of one, two, three, four and five years, respectively, in such manner that the term of at least one Commissioner and not more than two Commissioners shall expire in each year. Thereafter, all appointments shall be for the term of five years, and vacancies shall be filled for the unexpired term only. The members shall serve until their respective successors are appointed and shall qualify. The terms of the members of the Board of Recreation Commissioners shall expire on December 31 of the year of expiration of the present term of each member.

C. 
The members shall receive no compensation for their services.
The Board of Recreation Commissioners shall select one of its number to act as Chairperson of the Board of Recreation Commissioners and one of its number to act as Vice Chairperson of the Board, who shall hold this office until the first meeting of the Board after January 1 following, and, thereafter, a Chairperson and Vice Chairperson shall be selected to hold this office for the term of one year.
Any member who does not attend 2/3 of the meetings for any calendar year may be discharged from the Board by resolution of the Borough Council of North Haledon, and, in this event, a successor member shall be appointed to serve for his/her unexpired term.
The Borough Council shall annually fix, determine and appropriate a sum sufficient for the care, custody, policing and maintenance of the playgrounds and recreation places and for the expenses of the Board of Recreation Commissioners, which sum shall be raised by taxation in the same manner as other taxes.
The money necessary to pay for lands purchased or condemned for playgrounds or recreation places and for providing and equipping the same, from time to time, may be raised and provided by the Borough Council by general taxation, as other taxes are raised and levied, or by the issuance of temporary loan bonds or by the issuance of permanent bonds pursuant to the provisions of N.J.S.A. 40A:2-1 et seq.

The Board of Recreation Commissioners shall be responsible for maintaining adequate books and records reflecting all receipts received by it as well as all expenditures made by it in connection with the performance of its duties related to playgrounds and recreation places. The records of the Board of Recreation Commissioners shall be audited annually by the Borough Auditor. The Recreation Commission shall comply with the recommendations made by the Borough Auditor as to the method of handling of revenues, receipts and appropriated funds.
The Board of Recreation Commissioners established herein shall have all other powers as shall be authorized by N.J.S.A. 40:12-1 et seq., as supplemented and amended.

The Mayor and Council shall appoint 10 residents to a Board of Advisors, who shall assist the Commissioners in running recreation programs. They shall be appointed to one-year terms.

Each of the recreation programs shall be supervised and directed by a Commissioner or a member of the Board of Advisors.

No lists of recreation program participants or parents shall be used or reproduced for political or commercial purposes and may be used only in connection with the recreation programs.

No political activity shall be permitted in connection with the recreation programs and activities.

The Commissioners shall adopt bylaws and rules of procedure annually, which shall require the approval of the Mayor and Council. The Mayor and Council may make such modifications it deems appropriate.

All purchases shall be made in accordance with the requirements of the public bidding statutes of the state.

Any Commissioner may be removed for cause upon the filing of written charges and the conduct of a hearing by the Mayor and Council. This power shall be a supplement to § 124-3.

No Commissioner or member of the Board of Advisors shall be compensated for the services rendered, nor shall they have any personal pecuniary interest, either direct or indirect, in any purchases of the Commission.

The Commissioners and members of the Board of Advisors shall be subject to the Code of Ethical Standards adopted by the Borough.
