For minor subdivision as hereinbefore defined, the following procedure shall apply.
Application shall be made to the Borough Clerk, furnishing all pertinent data asked for on the minor subdivision application forms, such as names and addresses of owner, agent, professional engineer and land surveyor, ownership affidavit, identification of property involved, deed restrictions and such other information as may be required.
The application shall be accompanied by an accurate map, not less than six copies, black-on-white, not less than eight inches by 11 inches in size, certified by a licensed land surveyor of New Jersey, with his/her license number, signature and seal affixed to each copy submitted. Such copies shall show date of each subsequent revision and shall conform in other respects to § 530-20, except Subsections P and Q of said section hereinbelow set forth, unless requested by the Planning Board.
The Planning Board shall require receipt of an application 10 days prior to the public meeting at which action is to be taken on such application.
In any case, when the Board is of the opinion that the proposed area of any lot is insufficient for safe sanitary sewage disposal, the Board may submit the proposed development to the Board of Health of the Borough for its report. Percolation tests, conducted at the expense of the applicant, may be required.
If, in the opinion of the Board, a minor subdivision involves drainage affecting a county road or storm sewer system, the Board shall forward one copy of the application to the County Engineer's office and await his/her approval before acting on the application.
The action of approval or disapproval does not require a public hearing. In case of disapproval, the reasons for such action shall be recorded with the Clerk of the Planning Board and a copy furnished to the applicant.
If any person shall be aggrieved by the action of the Planning Board, an appeal, in writing, to the Borough Council may be taken within 10 days after the date of said action.

The application for approval of a minor subdivision shall be accompanied by a fee as provided in Chapter 275, Fees, payable to the Borough of North Haledon. In all cases, the Board shall submit the proposed minor subdivision for review and written report by the Planning Board Engineer.

Upon the final approval of any minor subdivision and prior to the recording of a deed or filing of a plat, the applicant shall pay to the Borough of North Haledon a fee as hereinafter provided for in Chapter 275, Fees.
A deed description or a plat map drawn in compliance with Chapter 141 of the Laws of 1960 (N.J.S.A. 46:23-9.9 et seq.) shall be filed by the subdivider with the county recording officer within 90 days from the date of return of the approved sketch plat.
