The purpose of this chapter shall be to require the clear display of building numbers to public streets and to private roads and for all properties that contain principal buildings within the Borough in order to assist the authorities and the general public in identifying any property in case of an emergency as well as for the welfare of the general public in conducting their normal affairs, pursuant to N.J.S.A. 40:67-1 et seq.
A. 
The Borough Tax Assessor is hereby authorized to establish numbers for each structure and lot within the Borough.
B. 
The Assessor is authorized to assign numbers to buildings erected upon vacant lots for proper identification. As standards for such designation and assignment, the Assessor shall give due regard to the need for a logical and uniform sequence of assignment along the streets and roads of the Borough to obtain better identification and convenience for location.
The owner of any property, whether it be residential, commercial, industrial, or otherwise, and upon which there is located a principal structure in which persons are or may be present at any time, shall install on the said structure, and also at the frontage of the property on the public or private road, number(s) corresponding to the number(s) assigned by the Tax Assessor.
The following regulations shall apply to all numbers to be installed, in order to provide the greatest degree of identification of the property so as to assist any persons thereon:
A. 
The identification number(s) shall be no less than three inches in height and inscribed or made in such a manner as to be durable and clearly visible.
B. 
The numbers shall be of reflective material or of sufficient visible contrast to the background material to be easily discernible at night with the aid of an emergency vehicle spotlight.
C. 
All numbers shall be mounted or affixed so that they face the access road on which the building fronts and shall be maintained by the owner of the property so as to be unobstructed by trees, shrubs, other vegetation or otherwise.
No certificate of occupancy or continued certificate of compliance shall be issued for any structure in the Borough of Prospect Park unless the property and structure is in compliance with the requirements of this chapter.

This chapter shall be enforced by the Code Enforcement Officer with the cooperation of the Police Department or such other persons or departments as may be designated by the Mayor and Council. Every violation of the provisions of this chapter shall subject the violator to be liable to the provisions stated in Chapter 1, Article II, General Penalty.
