The Recreation Director, with approval of Council, by way of resolution for each specific program, is hereby authorized to charge up to $50 for participation in recreation programs established by the Borough in order to help defray the costs to the Borough for the administration of the programs and for the maintenance and upkeep of the park facilities.

Prior to the institution or collection of any fee to participate in recreation programs established by the Borough, the Recreation Director shall submit to the Mayor and Council a recommendation of the precise amount of the participation fee and the Council must approve the amount of the fee for the specific program by way of resolution.
All monies received by the Borough and/or the Recreation Director for the participation in the Borough's recreation program shall be given to the Treasurer and kept in a special fund which shall be utilized for the purpose of operating those programs and defraying the costs of improving and maintaining the places for said program.
The above funds received shall be subject to an annual audit of the Borough Auditor.
