As used in this article, the following terms shall have the meanings indicated:
CLOSED CIRCUIT TELEVISION or CCTV
A video security system that may include video cameras, monitors, switches, camera enclosures, controls, and other related devices. "Closed circuit television" may be an independent system or may be integrated with other electronic security systems.
HEALTH CARE FACILITY
A facility or institution, whether public or private, which is engaged principally in providing services for health maintenance organizations, diagnosis or treatment of human disease, pain, injury, deformity or physical condition, including but not limited to a general hospital, special hospital, mental hospital, public health center, diagnostic center, treatment center, rehabilitation center, extended care facility, skilled nursing home, nursing home, intermediate care facility, tuberculosis hospital, chronic disease hospital, maternity hospital, outpatient clinic, dispensary, home health care agency, and residential health care facility at which any senior citizen resides for any period of time.
SENIOR CITIZEN
An individual age 62 years or older.
All health care facilities and all multiple dwellings within the City of Union City in which 50 or more senior citizens reside shall have a door attendant/twenty-four-hour security personnel present in the lobby of such building and closed circuit television/video surveillance which records all exits and entrances of the building at which the security personnel are not physically located. All exits and entrances shall be locked and secured so that persons from the outside cannot automatically gain entry to the facility.
