[Adopted 9-10-1974 (Ch. 12 of the 1974 Code)]
Pursuant to N.J.S.A. 26:3-1 et seq., there shall be in and for
the Borough of Westville a Board of Health composed of five members.
Said Board shall have such powers and duties as are provided by law.
The members of the Board shall be nominated and appointed by
the Mayor and Borough Council in the same manner, provided by law,
as for appointment of municipal officers.
The term of each member shall be three years, and such terms
shall be arranged so that no more than two shall expire in any one
year. Members shall hold office, however, until their successors have
been appointed and qualified.
If any vacancy shall occur on the Board, it shall be filled
in the same manner as original appointments are made as herein provided,
but for the unexpired portion of the term only.
A.
The Board of Health shall hold an annual organizational meeting at
which it shall elect a President from among its members and such other
officers as shall be deemed necessary.
B.
The Board shall have the power to establish and thereafter to amend
such rules and regulations as shall be necessary for its government.
The Board of Health shall have the power to appoint such officers
and employees as shall be authorized by the Mayor and Borough Council
and provided for in the annual Borough budget.
A.
The Board of Health shall annually prepare a budget and shall submit
such budget to the Mayor and Borough Council before January 1 of each
year, along with such additional information and reports as may be
directed by the Council.
B.
The Board shall not incur any debts or limitations or make any expenditures
for which appropriation has not been made in the annual Borough budget,
unless specifically authorized by resolution of the Mayor and Borough
Council.
