There is hereby created in the Borough of Westville the office of Chief Financial Officer, and the title of said office shall be Chief Financial Officer of the Borough of Westville.
The Chief Financial Officer shall be appointed by the Mayor with the advice and consent of the Borough Council.
The term of office of the Chief Financial Officer shall be four years commencing on January 1 of the year in which appointed. Tenure may be obtained as provided under Chapter 110 of the Laws of the State of New Jersey, 1988, and as set forth in N.J.S.A. 40A:9-140.8.

The salary of the Chief Financial Officer shall be fixed in the annual Salary Ordinance. The Chief Financial Officer shall be reimbursed for any necessary expenses incurred in the performance of the office.
The Chief Financial Officer shall hold a municipal finance officer's certificate, which certificate must continue to be valid during the term of office.
The Chief Financial Officer of the Borough of Westville shall be the Chief Financial Officer of the Borough and shall be responsible to do the following:
A. 
Keep and maintain books and records of all financial transactions of the Borough in accordance with the standards and requirements of the Division of Local Government in the Department of Treasury of the State of New Jersey and any other governmental entities with authority.
B. 
Have custody of all public moneys of the Borough and make monthly reports to the Mayor and Council of all receipts, expenditures, commitments and unexpended appropriations. All moneys received from any source by or on behalf of the Borough or any department, board, office or agency thereof, except as otherwise provided by Borough ordinance, shall be paid to the Chief Financial Officer, who shall, within 48 hours after their receipt, deposit them to the credit of the Borough in an authorized public depository of the Borough to the credit of the proper account.
C. 
Audit all receipts and disbursements of the Borough government and each of its departments, and preaudit all bills, claims and demands against the Borough, including payrolls, and require each department head to certify that the materials, supplies or equipment have been received and accepted as specified and that the services have been duly rendered.
D. 
Maintain all social security, pension and insurance records for personnel of all departments.
Upon adoption of this chapter, the positions of Borough Treasurer and Deputy Borough Treasurer shall be deleted, and Article VI, entitled "Borough Treasurer," of Chapter 3, Administration of Government, of the Code of the Borough of Westville, shall be and the same is hereby repealed.[1]

A. 
The Mayor and Borough Council may appoint a Deputy Chief Financial Officer, who shall serve for a term of one year commencing on January 1 of the year in which appointed. The Deputy Chief Financial Officer shall receive such compensation as shall be provided in the annual Salary Ordinance.
B. 
The Deputy Chief Financial Officer shall assist the Chief Financial Officer in the performance of his/her duties in such manner and to such extent as shall be directed by the Chief Financial Officer with the prior consent of the Mayor and Council of the Borough of Westville. During such periods as the Chief Financial Officer is, with the consent of the Mayor and Council, absent from his/her duties, the Deputy Chief Financial Officer shall exercise all the powers and perform the duties of the Borough Financial Officer.
