A. 
The Board of Plumbing Examiners is hereby established and hereinafter called the "Board" and shall consist of six members: a Water Department Working Crew Chief, a Code Enforcement Officer, the Town Engineer, and three persons who have been licensed as plumbers in any New York State municipality for at least seven years immediately preceding their membership on the Board. The last three members shall hold active licenses to practice plumbing in the Town of Grand Island and shall have terms of office of two years. These members shall be elected by the general membership of licensed Grand Island plumbers during a biennial election to be held in November. Official letter ballots shall be distributed to the membership of licensed Grand Island plumbers during a biennial election. Official nominating ballots, giving each licensed plumber the opportunity to nominate five qualified plumbers, shall be sent to the membership of licensed plumbers during the second week of October. Completed nomination ballots shall be received by the Town Clerk's office for recording purposes by the second Friday of November. The Clerk's office shall forward the results to the Building Department. The five nominees receiving the most votes shall have their names placed on an election ballot that will be sent during the third week of November, or as soon thereafter as is practicable. In the event that there are fewer than five nominees, the Board shall nominate such additional qualified plumbers to be added to the ballot (in addition to those individuals identified through the aforementioned nominating process) to present a slate of five candidates on the election ballot. Completed election ballots, giving each licensed plumber the opportunity to vote on three qualified plumbers, shall be received by the Town Clerk's office for recording purposes through the third Friday of December. The Town Clerk shall forward the results of the election to the Building Department, who shall in turn contact the plumbers receiving the most votes and determine if they agree to serve on the Board. The three plumbers with the greatest number of votes who will accept the position to the Board shall take office on the first day of January following the election.

B. 
The members of this Board shall serve without compensation.
