The service of water to a premises prior to occupancy will be provided to builders, contractors, developers and owners for water usage during construction or for the service of water in display houses prior to sale, upon the payment of the necessary fee and deposit as prescribed in § 400-36. Such service will only be provided upon payment and display of a building permit issued by the Town for such construction.

An applicant may be permitted to take water from a Town hydrant upon approval of the Town Engineer or his or her designee, who may elect to estimate the quantity of water taken instead of having a meter installed. In addition to the charge for water, the applicant will be required to pay a permit fee as prescribed in § 400-36 of this chapter. Except as otherwise authorized by the Town Engineer or his or her designee, only a Town employee may operate a hydrant. The Town will provide the meter and backflow preventer under the application fee, and such device will be removed at the end of that working day. Additional service beyond one day will require a new application.
