The office of Borough Manager is hereby created, subject to the right of the Borough, by ordinance, at any time to abolish said office.
As soon as practicable after the passage of this article, and thereafter, from time to time, whenever a vacancy shall occur in the office of the Borough Manager, the Borough Council, by vote of a majority of all the members thereof, shall appoint one person to the office of Borough Manager, subject to removal by the Council at any time by a vote of the majority of all the members thereof.
The Borough Manager shall be a citizen of the United States, at least 21 years of age, and during his/her terms of office she/he shall establish residency within one year of hire in accordance with the job description.
The Borough Manager is required to become bonded upon assuming the appointed office. The Borough Manager's employment shall terminate in the event he/she becomes ineligible for bonding. Any premiums associated with said Bond shall be paid by the Borough.
The yearly salary of the Borough Manager of the Borough of Indiana shall be negotiated at the time of his/her hiring and thereafter during annual budget preparation for each subsequent year effective payable monthly during the regular monthly pay periods as established by Council.
Subject to recall or amendment at any time by resolution of Council, serve as the chief executive officer of the Borough administration and operations and shall carry on the business of the Borough under the direction of the Council exercising his/her powers and duties as established by Council and within the authority vested under the Borough Code of the Commonwealth of Pennsylvania.
The Borough reserves the right at any time, by ordinance, to amend or otherwise modify or repeal this Ordinance in any particular.

Editor's Note: Sec. 4 of this ordinance provided that the Independent Auditor was to begin his duties January 1, 1969.
There is hereby created for the Borough of Indiana the office or position of Independent Auditor.
The Auditor shall be appointed annually by resolution by the Council of the Borough of Indiana.
The duties of such Auditor shall be those duties set forth in the Borough Code relating to auditors.
