The boundary limits of the Borough of Indiana are hereby established as a zone in which motor vehicles may remain standing without lights, and all highways within such boundary limits are hereby designated as highways where motor vehicles may remain standing without lights.
Wherever a space shall be marked off on any highway for the parking of an individual vehicle, every vehicle there parked shall be parked within the lines bounding such space.
It shall be unlawful for any person to park a motor vehicle between the curbline and sidewalk on any highway in the Borough without first having obtained permission from the Borough Council so to do. The Council shall grant such permission only if:
A. 
In its judgment there shall be cogent reasons for such parking; and
B. 
Any vehicle there parked shall not be a menace to traffic safety by reason of obstruction of the vision of operators of vehicles and tractors traveling upon such highway or any highway intersecting such highway in the vicinity.

No person shall park a vehicle upon any of the streets or parts thereof described in this section, except at the angle designated and only within the painted stall lines. On all streets or portions thereof where angle parking is now or shall hereafter be authorized, all vehicles parked thereon shall be parked with the front thereof nearest the curb.

Any person owning or having control over any motor vehicle or vehicles is hereby prohibited from parking the same on any street or avenue in the Borough of Indiana and permitting or suffering such vehicle to remain so parked for more than 12 hours, provided that such street or avenue is so posted by the proper officials of the Borough of Indiana.
A. 
Any person violating any provision of this article or aiding or abetting or assisting in the violation thereof shall, upon conviction thereof, be sentenced to pay a fine as follows:
(1) 
Over-parking at meters.

(a) 
The fine for over-parking if paid within 48 hours after the violation occurred: $2.
(b) 
After the 48 hours: $5.
(c) 
After 30 days: $10.
(2) 
Over-parking in a free zone: $5.
(3) 
Over-parking in a two hour zone: $10.
(4) 
Over-parking in a 1:00 a.m. and 2:00 a.m. to 6:00 a.m. zone: $15.
(5) 
Parking where prohibited: $15.
(6) 
Parking too close to an intersection: $15.
(7) 
Backed into meter space: $5.
(8) 
Parking too close to a fire hydrant: $15.
(9) 
Parking in handicapped zone: $50.
(10) 
Parking in excess of 12 hours: $10.

(11) 
All other parking violations: $10.
B. 
Violators shall also be responsible for the cost of prosecution and upon failure to make payment of said fine and costs, to be sentenced to imprisonment for five days.
(1) 
Provided, the police officers of the Borough shall place a parking ticket with applicable notice upon every vehicle parked at a parking meter indicating that the period of legal parking shall have elapsed and the owner or operator of the said vehicle shall have the privilege before midnight (12:00 p.m.) of the date of issue of placing the said parking ticket with the sum of $0.50 in the United States Mail or turning in the said ticket and the sum of $0.50 at the Borough Police Station in full satisfaction of such violation and in such case no prosecution shall be held for such violation. Provided further, the placement of one parking ticket upon a vehicle shall not excuse a continuance of over-parking and the police officers shall have the authority to place an additional parking ticket in the amount of $2 upon any such vehicle whenever the period of a 60 minutes shall have elapsed following the prior placement of the parking ticket thereon.
