A. 
Words and phrases, when used in this chapter, except for sections or chapters to which different or additional definitions apply, shall have the meanings ascribed to them in the Vehicle Code of Pennsylvania (75 Pa.C.S.A. § 101 et seq.), as amended (hereinafter referred to as the "Vehicle Code"), except that, in this chapter, the word "street" may be used interchangeably with the word "highway," and shall have the same meaning as the word "highway" as defined in the Vehicle Code.
B. 
"Legal holidays," as used in this chapter, means and includes New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day and Christmas Day.
C. 
In this chapter, the singular shall include the plural, the plural shall include the singular, and the masculine shall include the feminine.
D. 
Although the streets in the Borough run generally in a north-south and east-west direction, for the purpose of this chapter, Rundale Avenue shall be deemed to run in a northeast-southwest direction.
A. 
The Mayor shall have the following powers to regulate traffic and parking temporarily and in time of emergency:
(1) 
In the case of fire, flood, storm or other emergency, to establish temporary traffic and/or parking regulations; and
(2) 
In the case of emergency public works or public events of limited scope or duration, to restrict or prohibit traffic and/or parking in limited areas for periods of not more than 72 hours.
B. 
These temporary and emergency regulations shall be enforced by the Mayor and the Police Department in the same manner as permanent regulations. Any person who drives or parks a vehicle in violation of any such regulation shall be guilty of a violation and, upon conviction, shall be liable to the penalty set out in the law or elsewhere in this chapter for a violation of that nature, and, in the case of a violation for which no specific penalty is set out in the law or elsewhere in this chapter, to a fine of $25 and costs.
Council may, from time to time, designate places upon and along the streets in the Borough where, for a period of not more than 90 days, specific traffic and/or parking regulations, prohibitions and restrictions shall be in force and effect, and shall designate those locations by proper signs and markings. Such regulations, prohibitions and restrictions shall be effective just as if they had been specified in this chapter. No person shall drive or park a vehicle in violation of any such regulation, prohibition or restriction, and no person shall move, remove, destroy or deface any sign or marking erected, posted or made by authority of this section. Any person who violates this section shall, upon conviction, be liable to the penalty set out in the law or elsewhere in this chapter for a violation of that nature, and, in the case of a violation for which no specific penalty is set out in the law or elsewhere in this chapter, to a fine of $25 and costs. The purpose of this section is to allow for test and experimental determination of the feasibility and desirability of permanent changes in the ordinances of the Borough relative to traffic and parking.
A. 
Council shall have the authority to close any street or specific part of a street to vehicular traffic and to place barriers or station police officers at each end of the closed portion while construction or maintenance work is under way or while a special event is being conducted on the closed portion. No person shall drive a vehicle upon any such closed portion.
B. 
Council shall have the authority to establish a restricted traffic area upon any street where construction or maintenance work is underway and to station flagmen at each end of the restricted portion. No person shall drive a vehicle upon any such restricted traffic area at any time when the flagman is displaying a sign directing the vehicle to stop, or is signaling the vehicle, by a flag or other device, not to proceed.
C. 
Any person who violates any provision of this section shall be fined $25 and costs.
A. 
Definitions. As used in this section, the following terms shall have the meanings indicated:
ASSEMBLAGE
A gathering of people without vehicles, which interferes with the movement of pedestrian or vehicular traffic on any street.
PROCESSION
A group of individuals, vehicles, animals and/or objects moving along a street in a way that interferes with the normal movement of traffic. A procession shall not include a funeral caravan or military convoy.
B. 
No person shall hold or participate in any assemblage unless the person organizing or conducting the assemblage first obtains a permit therefor from the Borough, which permit shall be issued without fee. An application for the permit shall be made at least one week in advance of the day on which the assemblage is proposed to be held, but in any case where a state-designated highway is proposed to be used, an application shall be made at least three weeks in advance of the proposed date. The permit shall state the place where and the date when the assemblage is to be held, the hour when the assemblage may convene and the hour by which it shall have been completely dispersed. No person shall hold or participate in any assemblage unless the permit has been granted, or at any time or place other than that authorized by the permit.
C. 
No person shall hold or participate in any procession unless the person organizing or conducting the procession first obtains a permit therefor from the Borough, which permit shall be issued without fee. An application for the permit shall be made at least two weeks in advance of the day when the procession is proposed to be held, but in any case where a state-designated highway is proposed to be used, an application shall be made at least three weeks in advance of the proposed date. The permit shall specify the date on which the procession is to be held, the route to be followed by the procession, the hour when and place where participants may commence to assemble and form before the procession is under way, the time when the procession may commence to move along its route and the time by which the end of the procession shall have reached the end of the route of the procession and the procession shall have been disbanded. No person shall hold or participate in any procession unless the permit shall have been granted, or under any condition as to time or route or otherwise than those stated in the permit.
D. 
Any person who violates any provision of this section shall be fined $25 and costs.
Police officers of the Borough shall have the authority to direct traffic on the streets in the Borough, at intersections in public and in other places where the Vehicle Code or this chapter applies.
Parking enforcement officers shall have the authority to enforce all parking regulations, all nonmoving Vehicle Code violations and all violations of the abandoned vehicle ordinance in the Borough and to issue citations for parking violations.
School crossing guards shall have the authority to direct traffic at locations specified by the Chief of Police, during the hours in which pedestrians are coming to or leaving school and during special school events.
A. 
Use approved. The use of speed-timing devices to aid in the enforcement of the Borough's speed restrictions is hereby approved.
B. 
Types of devices. The types of speed timing devices which can be used shall be either mechanical or electrical timing devices which are approved by the Police Department, as provided in Section 3368 of the Vehicle Code.[1] For example, but not by way of limitation, Council specifically authorizes the use of the Vascar Plus unit, manufactured by Traffic Safety Systems, Inc., of Richmond, Virginia, the ESP, Mdl. TK100 unit, manufactured by Systems Innovation, Inc., of Hallstead, Pennsylvania, and the Robic Speed Chronometer (also known as "Accutrack"), manufactured by Marshal Browning International Corporation. Such speed-timing devices were approved by the Department under the provisions of Section 3368(d) of the Vehicle Code on May 17, 1981, and May 8, 1980, respectively.

C. 
Use by Police Department. The Police Department is hereby authorized and directed to use the approved speed-timing devices to aid in the enforcement of the Borough's speed restrictions.
D. 
Signs. Legible signs giving public notice of the use of speed-timing devices may be posted at or near the public highways at the boundaries of the Borough.
A. 
No person shall place or knowingly drop upon any part of a street or public parking lot any material, including, but not limited to, bottles, wire, glass, tacks, nails, ashtray contents, or trash which may injure any person or animal, or may damage any vehicle traveling upon such street or parking lot, or may present a health hazard.
B. 
No person shall place any obstacle or barricade upon any Borough street or public parking lot while making repairs to property or utilities without obtaining a permit therefor from the Chief of Police or his or her designee. The permit will be issued without charge.
C. 
No person shall open any street or public parking lot without first obtaining the proper permit from the Borough Secretary.
D. 
Any person who violates any provision of this section shall be fined not less than $100 nor more than $1,000 for each offense. A separate offense shall be deemed committed each day or portion thereof that such violation exists.
The provisions of this chapter, so far as they are the same as those of ordinances and regulations in force immediately before the enactment of this chapter, are intended as a continuation of those earlier ordinances and regulations and not as new enactments. Nothing in this chapter shall affect any act done or liability incurred, or any suit or prosecution pending or to be instituted under any of those repealed or superseded ordinances or regulations.
All prior ordinances of the Borough, insofar as they deal with the regulation of traffic and/or parking, are repealed and declared unenforceable insofar as they are inconsistent with or identical to any provision of this chapter.
