From and after the passage of this article, it shall be unlawful for any person to open or permit to remain open any street or road for public use without first obtaining the written permission of the Town Council of the Town of Bethany Beach; and, further, any person hereafter found guilty of opening or permitting to remain open any street or road for public use without having first obtained the written permission of the Town Council of the Town of Bethany Beach shall, upon conviction thereof, be found guilty of a violation and pay such fines as set out in Chapter 1, General Provisions, Article I, Penalties; and each day that such unlawful act, as stated herein, is allowed to exist shall be treated and considered as a separate and distinct offense punishable as heretofore provided.
