[Sec. 4-6 of the Revised General Ordinances]
No person shall narrow, encroach, stop up or obstruct any public street, road, sidewalk, alley or public place in the Borough, except while engaged in the loading or unloading of merchandise, and except so long as may be reasonably necessary while engaged in erecting, altering or repairing any building.
Any person responsible for obstructing any street, road, sidewalk, alley or public place in the Borough with building materials, while engaged in erecting, altering or repairing any building, shall place and keep upon the obstruction a lighted lantern or lanterns between sunset and sunrise. This shall be done if any person shall be responsible for placing any building materials in such position that may be liable to cause any pedestrian to trip or fall or cause any vehicle of any kind to be upset or damaged in passing.
Violation of any of the provisions of this article shall be punishable as provided in Chapter 1, Article I, General Penalty.
