All applications for licenses and all licenses
issued under this chapter, and proceedings in connection therewith,
shall be subject to the act cited in section 6-1 and the rules and
regulations of the State Director of Alcoholic Beverage Control applicable
thereto, and shall also subject to any other statutes of New Jersey
or the United States, now in existence or hereafter enacted, affecting
alcoholic beverage control.

The township committee shall constitute the
authority for the administration of the issuance of licenses under
this chapter, and shall forthwith report the issuance of all licenses
to the State Director of Alcoholic Beverage Control. All licenses
shall be issued by the township clerk under the seal of the township.

It shall be unlawful to sell or distribute alcoholic
beverages in the Township of Bernards without a license previously
applied for and granted pursuant to the provisions of the aforesaid
act.
All applications for licenses shall be verified
by oath of the applicant, shall set forth in full answers to questions
prescribed by the aforesaid act and by the rules and regulations of
the State Director, shall include declarations called for by such
provisions, and shall be accompanied by a map or plan of every floor
of the building in which the premises sought to be licensed is located,
giving the dimensions of every room, and the use, occupation and purpose
of each such room or to complete applications as supplied by the Division
of Alcoholic Beverage Control.

If, after the granting or issuance of a license,
any change, alteration or addition is made in the building containing
the licensed premises, or any part thereof, or in the use, occupation
and purpose of the rooms located therein, such change, alteration
or addition shall be brought to the attention of the township committee
by notice in writing, signed by the licensee, together with an amended
map or plan if required by the township committee.

Any and all written objections and petitions
filed protesting the issuance of any alcoholic beverage license or
the granting of a license transfer shall be dated and signed after
the first advertisement of the notice of application has been published.

All licenses shall be issued for a term of one
year from the first day of July in each year, and all fees shall be
paid in advance upon presentation of the application.
