This chapter shall be known as the "Monroe County Infirmary Advisory Council Law."
It is the purpose of this chapter to create a Monroe County Infirmary Advisory Council to:
A. 
Serve as a board of citizens of the County of Monroe to meet, advise and consult with the County Executive and the Director of the Monroe County Department of Social Welfare in all matters relating to the operation, staffing and management of the Monroe County Infirmary.
B. 
Consider and recommend means by which the Monroe County Infirmary may play a useful and integrated role in community responsibility affecting the health problems of its citizens.
C. 
Advise and recommend methods by which the quality of patient care may be improved to the end that the Monroe County Infirmary shall become a high quality medical care facility for the long-term patients of the county.
D. 
Advise and recommend with reference to all matters involving cooperation with medical institutions and hospitals of the county and to consider and recommend measures to ensure that the Monroe County Infirmary shall be a vital part in the development of medical care and practice in the community.
There is hereby created a Monroe County Infirmary Advisory Council to consist of not more than 15 persons to be appointed by the County Executive and to include representation by the County Legislature, the Monroe County Department of Health, the Monroe County Department of Social Welfare, the University of Rochester (School of Medicine and Dentistry), the Rochester Regional Hospital Council, the Patient Care Planning Council, the Council of Social Agencies of Rochester and Monroe County, the Medical Society of the County of Monroe and citizens at large of Monroe County. The County Executive and the Director of the Monroe County Department of Social Welfare shall serve as ex officio members. The members of the Council shall serve without compensation. However, the County Legislature may authorize the payment of reasonable actual expenses of the members of the Council, including necessary travel expenses.
Members shall be appointed for terms of three years. However, initial appointments shall be for terms of one, two and three years so that the term of not more than one-third (1/3) of the members shall expire in any one year.
Vacancies shall be filled by appointment of the County Executive, but the Council shall recommends to the County Executive the names of persons to be considered for such appointment.
The officers of the Monroe County Infirmary Advisory Council shall be a Chairman, a Vice Chairman and a Secretary elected by the Council for terms of one year and until their successors shall be elected. Officers may be elected to succeed themselves.
A. 
The Chairman shall have general supervision of the work of the Council, shall appoint such committees as he shall deem advisable to carry on the work of the Council and shall preside at all meetings.
B. 
The Vice Chairman shall perform the duties of the Chairman during the absence of the Chairman.
C. 
The Secretary shall notify the members of the time and place of all meetings of the Council, shall prepare minutes of the meetings and perform such other secretarial duties as may be designated by the Council.
Meetings of the Council shall be called by the Chairman or, in his absence, by the Vice Chairman or upon the written request of three members of the Council. Notice of meetings shall be given by 10 days' written notice by mail to all members, but in the event that the Chairman determines that special need requires a shorter notice, he may call a meeting by notice of not less than two days, either by written notice or by other means of communication.
At any meeting of the Council, five members shall constitute a quorum.
A. 
To assist and advise the County Infirmary Advisory Council and the Medical Director of the County Infirmary, there shall be a Medical Advisory Board consisting of physicians, the majority of whom shall be nominated by the University of Rochester School of Medicine and Dentistry, plus one physician representing each of the following community hospitals:

Rochester State Hospital.
(2) 
Rochester General Hospital.
(3) 
Genesee Hospital.
(4) 
Highland Hospital.
(5) 
Park Ridge Hospital.[1]

B. 
Each hospital, at the request of the County Executive, shall designate its representative on the Medical Advisory Board. This Board would also provide a liaison for each of the community hospitals in discharging the widest possible community responsibility in the medical care of patients in the Monroe County Infirmary.
