The following terms are used herein and shall have the following meanings:
Any and all contrivances now or hereafter used for the navigation
of or flight in air or space, including but not limited to airplanes, airships,
dirigibles, helicopters, gliders and amphibians.
Greater Rochester International Airport, Rochester, New York, which
is owned and operated by the County of Monroe, New York, and includes all
of the developments consisting of lands, runways, taxiways, ramps, aprons,
buildings, hangars, control towers, structures, highways, parking areas, improvements,
facilities or other real property necessary, convenient or desirable for the
landing, taking off, accommodation and servicing of aircraft of all types.
The person in charge of the airport for the county, his deputy or
duly authorized representative.
Any area on the airport within the perimeter fence barrier which
encompasses aircraft movement and vehicle traffic necessary to support the
aircraft.
The Director of Public Works of the County of Monroe.
Includes all wire fencing, airport buildings, masonry barriers and/or
any other structure that now or shall in the future enclose airport property
which has direct access to the air operational area.
Includes all closable openings that are part of the fence barrier,
i.e., wire gates, both pedestrian and vehicular, all doors located on or within
buildings that form part of the barrier and open on to the airport operational
area.
The transportation, delivering, fueling and draining of aircraft
fuel.
Includes those portions of the airport designated temporarily or
permanently by the airport as areas in which gasoline or any other type of
fuel may be stored, including but not limited to gasoline tank farms at which
fuel is located.
Includes those portions of the airport designated and made available
by the county to the public for highway use, upon compliance with such rules
and regulations as the county may from time to time prescribe.
A portion of the ground at the Greater Rochester International Airport
set aside by the Director for the purpose of parking vehicles, upon compliance
with the conditions prescribed by the Director.
Consists of at least physical inspection or all baggage and other
items in the possession of the individuals being screened and processing of
each person with a detection device.
Authorization granted by the Airport Manager, unless otherwise specifically
provided.
Any individual, firm, partnership, corporation, company, association,
joint-stock association or body political, and includes any trustee, receiver,
assignee or similar representative thereof.
That location or locations within the airport terminal building which
shall be attended by a Monroe County Deputy Sheriff for the purpose of monitoring
passenger screening procedures as regulated by the Federal Aviation Administration.
The airport traffic control tower and the personnel who operate its
facilities.
The rules and regulations prescribed from time to time by the Federal
Aviation Administration regulating the takeoff, landing and taxiing procedures
at the airport.
Every device in, upon or by which a person or property is or may
be transported or drawn on a highway.
