No person shall operate any aircraft at the airport otherwise than in
conformity with the rules and regulations established under federal authority
by the Federal Aviation Administration and the Civil Aeronautics Board and
with the traffic and taxi patterns as approved by the Federal Aviation Administration.
The air traffic rules and traffic and taxi patterns as approved by the
Federal Aviation Administration and currently in effect, as subsequently revised
or amended, are hereby adopted by reference and made a part of this chapter
as fully as if the same and each and all of them were set forth herein.
No person shall land or take off an aircraft on or from the airport
or use a public aircraft parking and storage area space without the payment
of such fees and charges as may from time to time be prescribed by the Director.
No person shall refuse to pay or attempt to evade the payment of such fees
and charges. The Airport Manager shall have the authority to detain aircraft
for nonpayment of charges due to the county.
All aircraft landing or taking off at the airport must be cleared under
the direction of and instructions from the Federal Aviation Administration
air traffic control tower personnel and under the rules and regulations established
by the Airport Manager.
Except in case of an emergency, no aircraft may land or take off from
the airport unless it is equipped with properly functioning brakes and a properly
functioning radio transmitter and receiver capable of communicating with the
Rochester control tower.
No aircraft shall be parked, stored or repaired at the airport except
at the areas designated by airport management for such use. Violation of this
section may result in the offending aircraft being removed by the Airport
Manager and impounded until incurred towing and storage charges have been
paid.
No aircraft shall be left unattended on the airport unless properly
secured or within a hangar. Owners of such aircraft shall be held responsible
for any damage resulting from failure to comply with this section. General
aviation aircraft are prohibited from parking anywhere on the north ramp except
while picking up or discharging passengers at designated areas and for customs
inspection; but in neither case will the aircraft be left unattended.
No aircraft shall land, take off or taxi in areas other than those authorized
by the control tower, and in no event shall an aircraft enter a grass or unpaved
area unless so authorized.
The Airport Manager may restrict or terminate operations at the airport
whenever such action is necessary in the interest of safety.
The pilot or operator of an aircraft shall be responsible for prompt
removal of an aircraft wrecked, disabled or otherwise abandoned on the airport.
Failure of the operator to comply with this section will constitute authority
for the management to have the aircraft removed at the operator's expense
and without liability for damage which may result in the course of such removal.
Following the landing or prior to takeoff and while taxiing, the pilot
shall assure himself that there is no danger of collision with another aircraft
taking off, landing or taxiing. All aircraft shall be taxied under full control
and at reasonable speeds (in no case at a speed greater than 30 mph) by only
a pilot or qualified mechanic certified by the Federal Aviation Administration
to operate such an aircraft.
Aircraft shall not be taxied into or out of hangars under any circumstances.
No aircraft engine shall be started or run at the airport unless a licensed
pilot or other authorized person shall be attending the controls. If the aircraft
is not regularly equipped with adequate locking brakes, wheel blocks or other
suitable means of blocking an aircraft shall be placed in front of the main
wheels. Aircraft shall be started and warmed up only in areas designated for
such purpose. Engines shall not be operated in such a position that hangars,
shops or other buildings or spectators or automobiles or other aircraft shall
be in the path of the propellor or jet slip stream.
All runups will be made in a place designated by the Airport Manager
or his authorized representative. No jet runups will be accomplished between
the hours of 12:00 midnight and 6 a.m.
The pilot of any aircraft involved in any accident causing personal
injury or property damage at the airport shall make a prompt and full report
of the accident to the Airport Manager.
Any and all airport property destroyed, injured or damaged by accident
or otherwise shall be paid for by the party or parties responsible for such
destruction, injury or damage thereto.
