This chapter shall be known and cited as the "Monroe County Taxicab Law."
The purpose of this chapter is to provide for the regulation and licensing by the County of Monroe of all taxicabs and similar vehicles for hire, as hereafter defined, that are owned, operated and doing business within the County of Monroe outside the City of Rochester. This chapter is intended to go into effect October 1, 1967, at the same time as a revised City of Rochester taxicab ordinance which regulates taxicabs owned, operated and doing business within the boundaries of the city. As a result of public hearings, conferences and the cooperation of the Office of the Corporation Counsel of the City of Rochester, the provisions of this chapter and said city taxicab ordinance complement each other, wherever feasible, in order to facilitate compliance and enforcement and thus serve the best interests of the taxicab business and the people of Monroe County.

As used in this chapter, the words and phrases have the following meanings:
COUNTY CLERK
The Monroe County Clerk.
FIRM
A company, partnership, concern or corporation, excepting a municipal corporation.
LIMOUSINE
Any motor vehicle used by hotels or motels exclusively for transportation of patrons to the airport, railroad stations or bus stations or other common carrier stations, whether or not a fare is charged to the passenger, and excluding vehicles herein designated as "taxicabs."
OPERATOR
Any person, firm or corporation owning or having control of the use of a taxicab or engaged in the business of operating a taxicab in the County of Monroe outside the City of Rochester.
PARTY
Two or more passengers, not exceeding the capacity of the cab, who have agreed in advance among themselves to hire a taxicab to furnish the total service as required by them.
RATE CARD
A card on which is printed established tariff rates and which is approved by the Sheriff.
SHERIFF
The sheriff of the County of Monroe.
TAXICAB
A motor vehicle for hire to carry passengers, operating within the territory of the County of Monroe but not within the City of Rochester and not operated on a fixed route.
TAXICAB DRIVER
Any person who drives a taxicab.
TAXICAB LIVERY
An establishment maintained for the purpose of receiving calls and/or dispatching taxicabs to transport fares, and licensed pursuant to the provisions of this chapter.
TAXICAB STAND
Any place along the curb or upon the street or public place which is so designated by the Sheriff for the use of taxicabs, and which shall include a working cabstand and/or a taxicab parking zone.
TAXIMETER
A mechanical or electronic instrument or device attached to a taxicab by which a charge for hire of a taxicab is calculated and on which such charge is plainly indicated.
TIME CALL
A request two hours or more before service is required for a cab to be at a particular place at or before a particular time.
