The President, or in the President's absence the Vice President, shall preside at all meetings of the Legislature. In case of the absence of the President and Vice President, the Legislators shall select a temporary presiding officer in the same manner as the Temporary Chairperson is selected under §
545-3. The temporary presiding officer shall serve for the period for which he/she was elected or until the President or, in the President's absence, the Vice President returns and is able to serve as presiding officer of the Legislature.
The presiding officer shall possess the following
powers and perform the following duties:
A. Preserve order and decorum.
B. Decide all questions of order, subject to appeal to the Legislature as described as §
545-17F.
C. May substitute any Legislator to act temporarily as
presiding officer.
