This Advisory Board shall consist of nine persons,
who shall be citizens of legal age residing in the County of York.
The members of the Advisory Board shall be appointed
by the York County Board of Commissioners. This Advisory Board may
submit recommendations to the County Commissioners for appointment
of future Board members or to fill such vacancies as may occur on
the Board.

Each member of the Advisory Board shall serve
at the pleasure of the Board of County Commissioners, but for a term
not to exceed three years. Any member may be reappointed by the Board
of Commissioners. No member shall serve more than two consecutive
terms. At the conclusion of the second term and one year or more absence
from the Board, an individual may be reappointed to the Board by the
Board of Commissioners.
Vacancies on the Advisory Board, occurring other
than by expiration of term, shall be filled for the unexpired term
of the withdrawing or deceased member by the Board of County Commissioners.
Members of this Advisory Board shall serve without
compensation, except for appropriate reimbursement of expenses actually
advanced by members of this Advisory Board, to the extent that such
expenses are approved by the Board of Commissioners upon recommendation
by the Parks Director.
A. Attendance of the members is expected at all meetings.
The Advisory Board's Secretary shall maintain attendance records.
If there are reasons an Advisory Board member cannot be present, it
is his or her responsibility to notify the Advisory Board Secretary
by 4:15 p.m. on the day of the meeting.
B. After two absences, without prior notification, the
Advisory Board Secretary will send a notice to the absent member warning
him or her of violations of attendance policy.
C. If a member misses four meetings in any calendar year,
without cause or notification, this Advisory Board shall recommend
to the York County Board of Commissioners that such absent member
be removed from the Board.
Each meeting of the Advisory Board shall be
held at the County Annex Building, 118 Pleasant Acres Road, Meeting
Room No. 3, York, Pennsylvania, or at such other place, within or
without the County of York, as shall be designated in the notice of
the meeting.
A. All meetings of this Advisory Board are open to the
public. The Advisory Board Secretary shall be responsible for complying
with the Pennsylvania Sunshine Laws.
B. Regular meetings of the Advisory Board shall be held
monthly, on such date of the month as may be scheduled, from time
to time, by the membership, and at such other times as may be necessary
to effectively conduct the business of the Advisory Board. All notices,
written or oral, shall indicate the purposes of the meeting. The Advisory
Board Secretary shall be responsible for notifying Advisory Board
members of a meeting, and the Secretary shall be responsible for preparing
and distributing the meeting agenda.
C. Special meetings of the Advisory Board may be called
by the Chair or by the Advisory Board's Secretary upon the request
of any three members of the Advisory Board. Notice of such special
meeting shall be given to the members of the Advisory Board, not less
than 48 prior to the time the meeting is to be convened. In the event
of emergency, 24 hours' prior notice shall be sufficient.
The presence of not less than five members of
this Advisory Board shall constitute a quorum to commence business.
The majority of the members present shall constitute a quorum at meetings
of the operating committees and task forces. As Robert's Rules indicate,
the withdrawal of a member, after a quorum is established, does not
negate the existence of a quorum to continue with the business of
this Advisory Board.
Each of the nine members of the Advisory Board
is entitled to one vote. A motion requires the affirmative vote of
five members to be carried. The only votes to be counted shall be
those of members of the Advisory Board actually present at the meeting
during which the vote is taken; there shall be no voting by proxy.
Members are not required to vote on every motion.
Only Advisory Board members personally present
at the meeting are entitled to vote. Because this is a deliberative,
advisory body, no proxies will be accepted for voting purposes, although
a member may be represented for the purposes of hearing and transmittal
of the discussions of the meeting.
Upon reasonable request, each member of the
Advisory Board shall have the right to examine, in person or by agent
or attorney, at any reasonable time or times and for any reasonable
purpose, the minutes and other records of the Board and to make extracts
therefrom.
All meetings of the membership shall be called
to order and presided over by the Chair or, in his/her absence, by
the Vice Chair of this Advisory Board.
Resolutions shall be effective if contained
in the written minutes in the form actually voted upon.
Robert's Rules of Order shall govern the order
of business and the procedure of each meeting, unless otherwise stated
in this chapter.
The following shall be the order of business
of this Advisory Board, but the rules of order may be suspended and
any matters considered or postponed, as provided in Robert's Rules
of Order:
