Whoever violates a provision of any section of this Code, or of any ordinance of the City shall, unless otherwise provided by law or ordinance, be liable to a penalty of not more than $300 for each offense. Every day such violation continues shall constitute a separate offense.
All fines and penalties for the violation of any ordinance or any order of the City Council shall, when recovered, inure to the use of the City, and be paid into the City treasury, unless it be otherwise directed by law or ordinance.
