A. 
The location of all bus stops, taxicab stands and service zones shall be specified by the Transportation and Parking Commission, and, in the case of taxicab stands, the Transportation and Parking Commission shall designate who may use them as such.
B. 
The Transportation and Parking Commission shall establish a terminal for buses other than those furnishing both local and interurban service, and no bus, other than those which furnish both local and interurban service, shall stop at any point within the City other than such terminal to receive or discharge passengers.
Any person who wilfully defaces, injures, moves, obstructs or interferes with any official traffic sign, signal or marking shall be liable to a penalty not exceeding $50 for each and every offense.
No driver of any vehicle or of any street car shall disobey the instructions of any official traffic control signal, sign, marking, marker or legend unless otherwise directed by a police officer.
A. 
Subject to the written direction of the Director of Public Works or his/her designee, the Department of Public Works is hereby authorized and as to those signs and signals required hereunder it shall be his duty, to place and maintain or cause to be placed and maintained all official traffic signs, signals, markings and safety zones. All signs, signals, markings and safety zones shall conform to the standards as prescribed by the Department of Public Works of the Commonwealth of Massachusetts.

B. 
Sections 312-5 and 312-6 and §§ 312-28 and 312-29 and 312-34 and 312-35 to 312-39, inclusive, relating to parking and § 312-65 of Article VII concerning turning movements and § 312-75 pertaining to exclusion shall be effective only during such time as official signs are erected and maintained in each block designating the provisions of such sections and located so as to be easily visible to approaching drivers.
C. 
Sections relating to one-way streets shall be effective only during such time as a sufficient number of official signs are erected and maintained at the entrance and each of the exits for each one-way street, so that at least one sign will be clearly visible for a distance of at least 75 feet to drivers approaching such an exit.
D. 
On all City streets, no additional driveway (residential, commercial or business) and no relocation or alteration of existing driveways shall be granted nor constructed which is not in conformance with the Massachusetts Department of Public Works manual on uniform traffic control devices and for which a permit from the City Engineer is not obtained.
No person or corporation shall place, maintain or display upon or in view of any street any unofficial device, sign, signal, curb marking or street marking which purports to be or is an imitation of or resembles an official traffic device, sign, signal, curb marking or street marking or which attempts to direct the movement of traffic or which hides from view any official sign, signal, marking or device. The Chief of Police is hereby empowered to remove every such prohibited sign, signal, marking or device or cause it to be removed without notice.

For the purpose of trial the City Council may make temporary rules regarding traffic or test under actual conditions signs, markings, or other devices. No such experimental rules relating to traffic shall remain in effect for a period longer than 120 days.

On Union Street, extending to a point 283 feet westerly of Parsons Street.
On Parsons Street, extending to a point 139 feet northerly of Union Street and to a point 250 feet easterly of Union Street.
On Bridge Street, extending from the northern edge of Parsons Street to the southern edge of Pomeroy Terrace.
Cutchins Program Campus
On Pomeroy Terrace, extending from Hancock Street to a point 200 feet north of Phillips Place.
Jackson Street School
On Jackson Street, extending from a point 80 feet south of the center line of Barrett Street located at the intersection with Jackson Street to a point 765 feet north of the center line of Barrett Street located at the intersection with Jackson Street.
JFK Middle School
On Bridge Road, extending from a point 45 feet east of the center line of Juniper Street located at the intersection with Bridge Road to a point 35 feet east of the center line of Oak Street located at the intersection with Bridge Road.
Lander-Grinspoon Academy
On Prospect Street, extending from the eastern edge of Adare Place to a point 300 feet east of the center line of Franklin Street.
Leeds Elementary School
On Florence Street, extending from a point 150 feet south of the southerly crosswalk to a point 150 feet north of the northerly crosswalk, in front of the Leeds Elementary School Building.
Montessori School
On Industrial Drive, extending from Bradford Street to a point 380 feet northerly.
On Bates Street, extending from Bradford Street to North Street.
Northampton High School
On Elm Street, extending from North Elm Street (Route 9) to Hospital Road.
On Elm Street (Route 9), extending from Woodlawn Avenue to Vernon Street.
On North Elm Street (Route 9), extending from Woodlawn Avenue to a point 430 feet north of Elm Street.
On Milton Street, extending from Elm Street to a point 585 feet south of Ormond Drive.
Ryan Road School
On Ryan Road, extending from a point 455 feet west of the center line of the driveway leading to the Ryan Road School to a point 770 feet east of the center line of the driveway leading to the Ryan Road School.
Smith College Campus School
On State Street, extending from the northern edge of Bedford Terrace to a point 60 feet north of the northern edge of Trumbull Road.
On Prospect Street, extending from the southern edge of Trumbull Road to a point 450 feet south of Trumbull Road.
Smith Vocational and Agricultural High School
On Locust Street, extending from a point 145 feet west of North Elm Street to a point 720 feet west of Hatfield Street.

A. 
Subject to the direction of the Director of Public Works, a warning sign shall be placed at any location where a bridge or overpass of any type crosses a public street. Such sign shall state, at a minimum, the height of the bridge or overpass and shall be affixed directly onto the facade of the bridge or overpass or in an area immediately adjacent to the bridge or overpass.

B. 
The driver and/or the owner of any vehicle that strikes or causes a vehicle to strike a bridge or overpass where the height of the bridge or overpass has been posted in accordance with Subsection A of this section shall be liable for a penalty not to exceed $500 for each and every offense.
C. 
The driver and/or the owner of any vehicle that strikes or causes a vehicle to strike a bridge or overpass where the height of the bridge or overpass has been posted in accordance with Subsection A of this section and where decorative art or any other property owned or controlled by the City of Northampton has been placed thereon shall be liable to pay the City of Northampton all of the costs of repair, reconstruction and/or replacement to said decorative art or property. The costs may include, but are not limited to, material, labor and equipment required to repair, reconstruct or replace the damaged property. The Police Department shall cause a ticket to be issued, and thereafter within 30 days of notification by the Police Department that a ticket has been issued, the Coordinator of the Arts Council or the Director of the Department of Public Works shall assess the damage and send a bill for the costs of repair, reconstruction and/or replacement to said driver and/or owner.

A. 
Alternate side parking streets shall also be approved as tow-away zones. Any and all vehicles remaining on the wrong side of the way past the grace period will be towed immediately. This is to ensure that the way remains passable.
B. 
Signs indicating that parking on an alternate side parking street is restricted to odd and even days shall be erected at the following locations along any public way which is included in such district:
(1) 
Each end of every public way at the point where the restricted area begins;
(2) 
On each side of every intersection of an affected public way with another public or private way;
(3) 
At appropriate locations in between the aforementioned locations with no distance between such signs to exceed 100 feet.
C. 
Signs shall clearly indicate which side is for even days and which side is for odd days. Signs will also show the hours each side is in use.
D. 
The establishment of an alternate side parking street shall not affect the validity of any other permanent or temporary parking restriction affecting any area within said district including, but not limited to, tow zones, no-parking zones, and winter parking regulations.
E. 
Nothing in this section shall authorize the assignment of a specific space to a specific party or supersede any accessible parking designation.
