No person or persons, firm or corporation shall place, consent to or cause to be placed, or keep or suffer to be kept, any stone, timber, lumber, bricks or other materials for building, or any box, barrel or cask, or any article or articles, substance or substances or personal property of any kind whatsoever, upon any of the streets, highways or public places within the Village of Russell Gardens. The placement of articles of personal property for collection by a garbage collector or the placement of equipment or materials authorized pursuant to a permit issued under the Village Building Code[1] shall not be deemed a violation under this section.

Any village street, lane, road or highway, whether improved or unimproved, paved or unpaved, and any driveway or other means of ingress to or egress from said village streets, shall not be blocked or obstructed at any time in order to provide a safe, convenient and passable means of ingress to and egress from said village streets, lanes, roads or highways for all private, public and emergency vehicles of any kind.
Any person committing an offense against any provision of this Article shall be punishable as provided in Chapter 1, General Provisions, Article III, Penalties.
