All the public highways and streets of the Village, except Northern Boulevard and South Middle Neck Road, are hereby designated as highways or streets from which heavy trucks or vehicles, as hereinafter defined, shall be excluded, and the operation of heavy trucks thereon is hereby prohibited. This designation and prohibition shall not be construed to prevent deliveries of merchandise or other property along said highways to premises situated within the Village or loading of merchandise or other property at premises situated within the Village for delivery elsewhere, provided that, in such use of said highways, such heavy truck shall go directly to the place of delivery or the place where such merchandise or other property is to be loaded and shall then leave such highway by the most direct route and without any unnecessary delay.

As used in this article, the following terms shall have the meanings indicated:
Any truck, commercial vehicle, tractor or tractor-trailer combination weighing in excess of 10,000 pounds, whether loaded or unloaded.
