There is hereby established in and for the City a Parks and Recreation Advisory Board of 11 members with the powers and dities as set forth in § 40-28.

A. 
The 11 members of the Parks and Recreation Advisory Board shall be appointed by the Mayor subject to the approval and confirmation by a majority vote of the City Council.
B. 
The membership of the Advisory Board shall be as follows:
(1) 
One member representing the Gibraltar School Board.
(2) 
The Recreation Director.
(3) 
A City Councilperson appointed as liaison to the Board.
(4) 
The Director of the Community Center.
(5) 
One representative from the Department of Public Works.
(6) 
Six members appointed at large who are residents of the Gibraltar School District.
A. 
The Parks and Recreation Advisory Board shall evaluate and recommend to Council recreational activities and improvements to City parks and other recommendations that it sees fit and practical for the smooth operation of the city's park and recreation system.
B. 
The Board may make a recommendation for an annual parks and recreation budget.

The Parks and Recreation Advisory Board shall keep minutes of all its meetings and shall present an annual report to Council covering all aspects of the activities of the Board.
