Such alternate members shall be electors of the Town holding no salaried Town office nor serving as a member of the Zoning Commission, Zoning Board of Appeals, Conservation Commission, or the Park and Recreation Commission. If any alternate is not available in accordance with such rotation, such fact should be recorded in the minutes of the meeting. In the event that there are fewer than five members present for any hearing, an affirmative vote of three members will be required.
