Town of Canton, CT Chapter 156 Permanent Municipal Building Committee

§ 156-1 Establishment.

There is hereby established a committee to be known as the "Permanent Municipal Building Committee."

§ 156-2 Composition.

A. The Committee shall consist of not fewer than four and not more than 11 members.

B. There shall be four members appointed by the Board of Selectmen for terms of four years, except for the initial appointment when two members shall be appointed for a term of two years and two members shall be appointed for a term of four years. These members shall be chosen from interested citizens who shall be qualified because of their experience in the fields of architecture, landscape architecture, building construction, or building trades. The Chief Administrative Officer shall be an ex officio member of the Committee, but without power to vote.

C. The Board of Selectmen may appoint up to seven additional members to the Committee, which additional members shall be appointed for one or more specific building projects and who shall serve until the final completion and approval of their specific building project(s) or until abandonment of the project(s) by the Board of Selectmen. These Committee members shall be chosen from interested citizens based on their interest in the specific building project(s) for which they are appointed. Such additional members shall be eligible to vote only on matters relating to the specific project(s) for which they were appointed.

D. The Board of Selectmen shall appoint all members of the Committee, shall fill all vacancies, and shall designate a Chairman and a Vice Chairman.

§ 156-3 Duties.

The Permanent Municipal Building Committee shall have the following duties and responsibilities on municipal or school building projects assigned to it by the Board of Selectmen:

A. To work with the architectural firm(s) on project design issues, including structural, building systems, landscaping, and interior design;

B. To authorize and oversee the preparation of architectural drawings, development of building construction or renovation specifications, completion of professional services, and administration of the building project(s);

C. To approve design and construction expenditures pursuant to project construction and change orders;

D. To recommend to the Board of Selectmen, for its approval, contracts with architects, engineers, electronic consultants, building contractors, and others in the name of and on behalf of the Town of Canton with respect to the design and construction of the project(s), said contracts to be executed by the Chief Administrative Officer;

E. To exercise such other powers as are necessary with respect to the construction of a municipal or school building project(s); and

F. To report annually, to the Board of Selectmen, on the status of Town buildings.

§ 156-4 Expenses; meetings; records; reports.

Necessary expenses of the Committee shall be included in the cost of any project, including a Committee clerk. All meetings and records of the Committee shall be in compliance with applicable state statutes. Interim status reports shall be provided by the Committee to the Board of Selectmen on a quarterly basis or more frequently upon request. Upon completion of the project, the Committee shall make a complete report and accounting to the Board of Selectmen and the Town and recommend acceptance of the building project.
