A. 
No person shall engage in the business of dealer in secondhand goods or junk dealer without first obtaining a license therefor. Such license shall be issued by the Mayor in accordance with Act No. 350 of the Public Acts of 1917, as amended (MCLA 445.401 et seq. as amended).[1]

B. 
The annual fee for such license shall be established from time to time by resolution of the City Council.[2]

Except as otherwise provided in this chapter, the provisions of Act No. 350 of the Public Acts of 1917, as amended (MCLA 445.401 et seq., as amended), and the provisions of Act No. 231 of the Public Acts of 1945, as amended (MCLA 445.471 et seq., as amended) shall apply to licensees under this chapter. No licensee shall violate any of the provisions of such statutes.
A. 
Every licensee under this chapter who stores any junk other than in a completely enclosed building shall construct and maintain a fence completely enclosing the yard or area where junk, waste materials, secondhand goods or automobiles are stored. Such fence shall be a minimum of eight feet in height, shall be constructed of wood or metal posts and shall be a maximum of 10 feet on centers. A bottom and top stringer equivalent to at least a two-by-four shall be utilized. Posts shall be of wood or metal, and wooden posts shall be treated with wood preservative where they come in contact with the ground. Sheeting shall be of sufficient strength to provide a strong, durable surface to the fence and shall be completely solid so as to allow no view of the contents inside.
B. 
The fence shall be completely painted to provide a neat, sanitary appearance after erection. No signs or lettering shall be allowed on the fence, except by the approval of the Building Official. No sign shall be posted on the fence.
C. 
A sketch of the fence showing the size and type of material to be used and the details of construction shall be submitted to the Building Official prior to construction.
A violation of any provision of this chapter shall be a municipal civil infraction, punishable as provided in Chapter 1, General Provisions, Article II.
