A Length of Service Awards Program (LOSAP) is herewith created in accordance with Chapter 388 of the Laws of 1997,[1] to reward members of the Borough of Hampton Emergency Squad for their loyal, diligent, and devoted services to the residents of the Borough of Hampton.

The LOSAP shall provide for fixed annual contributions to a deferred-income account for each volunteer member that meets the criteria set forth below. Such contributions shall be made in accordance with a plan that shall be established by the Borough of Hampton pursuant to P.L. 1997, c. 388, and such plan shall be administered in accordance with the laws of the State of New Jersey, the U.S. Internal Revenue Code, and this chapter.
The LOSAP shall provide for annual contributions to each eligible member that meets the criteria as follows:
A. 
Fifty points in a calendar year are required for a member of the Hampton Emergency Squad to be eligible for an annual contribution.
B. 
Five cumulative years shall be required for vesting.
C. 
The annual contribution shall be as follows: each qualifying member will be eligible to receive $600 after accumulating 50 points in one calendar year.
The estimated cost of the program has been calculated as follows. For regular annual services: $11,400 per year.
Each active volunteer member shall be credited with points for volunteer services provided to the Hampton Emergency Squad in accordance with the schedule which is attached hereto and made a part hereof and incorporated herein by reference.[1]

Pursuant to N.J.S.A. 40A:14-191, the Emergency Squad Captain shall furnish to the Borough Council an annual certification list, certified under oath, of all volunteer members who have qualified for credit under the award program for the previous year. This list shall be submitted annually.
The Borough of Hampton shall review the annual certification list furnished by the Emergency Squad Captain and approve by resolution the final annual certification. The approved list of active certified volunteer members shall then be returned to the Emergency Squad Captain and posted for at least 30 days for review by members. The Emergency Squad Captain shall provide any information concerning the annual certification list that the Borough Council shall require as part of its review.
An active volunteer member whose name does not appear on the approved certification list may appeal within 30 days of posting of the list. The appeal shall be in writing and mailed to the Borough Clerk. The Borough Council shall investigate the appeal and render a decision regarding the appeal. The decision of the Borough Council regarding the approved certification list shall be subject to appropriate judicial review.
The provisions of this chapter establishing a Length of Service Awards Program shall not take effect unless it is approved by voters as a public question at the next general election and a qualified vendor to administer the program is engaged.[1]

Shall the Borough of Hampton be authorized to establish a Length of Service Awards Program for the volunteer first aid organization members that serve the Borough of Hampton pursuant to the following terms and conditions:
1.
The program shall provide for annual contributions to a deferred account for each active volunteer member that meets the eligibility criteria and in accordance with the schedules adapted by the Borough of Hampton.
2.
The proposed annual contribution for an active volunteer is as follows:
$600 for each eligible member.
3.
The estimated cost of the program has been calculated as follows:
For regular annual services: $11,400 per year.
4.
The program will not take effect until a qualified vendor to administer the program is engaged.

Explanatory Statement
The Borough of Hampton has decided to create a Length of Service Awards Program (LOSAP) for members of the Borough of Hampton Emergency Squad that serve the citizens of the Borough of Hampton. The Borough of Hampton has determined that the creation of a LOSAP will enhance the ability of the Borough of Hampton Emergency Squad to recruit and retain volunteer first aid squad members. The general requirements for a LOSAP are set forth in state law (N.J.S.A. 40A:14-183 et seq.).
Each volunteer emergency squad member that performs the required amount of service will have $600 deposited in a tax deferred income account that will earn interest for the volunteer.
The cost will be budgeted annually in the budget of the Borough of Hampton and is anticipated to be $11,400 per year.
