This chapter is adopted pursuant to the provisions of § 10 of the Municipal Home Rule Law of the State of New York and § 3-300 of the Village Law of the State of New York.
Notwithstanding any other provision of law to the contrary, a person shall be eligible to be appointed to hold any Village office within the Village of Clayton, other than the office of Mayor or Trustee, if such person is a citizen of the United States, at least 18 years of age and a resident of the County of Jefferson and, if eligibility to or holding of such office is subject to regulation under the Civil Service Law or any other law, meets the requirements of such law or laws.
This chapter shall supersede Village Law § 3-300, Subdivision 2, to the extent such statute establishes eligibility for appointive offices within the Village of Clayton, other than the office of Mayor, Trustee or member of a board or commission, contingent upon residency within the jurisdiction limits of the Village of Clayton.
