No person shall encumber or permit his or her employees to encumber the streets or sidewalks with any wagons, carts, lumber, boxes, barrels or anything that may interfere with the public travel or cleanliness of the streets and sidewalks. The Board of Trustees, however, may grant to any persons making erections or valuable improvements within the Village permission to occupy 1/2 the sidewalk and 1/3 of the streets for storage and preparation of materials therefor.
No person shall permit or suffer any teams, horse or horses to be immoderately ridden or driven within the corporation limits of the Village.
No person shall hitch any horse to any shade tree in the streets of the Village.
No person shall willfully or maliciously break, mar, injure, remove or deface any building, fence, awning, sign, signboard or other property in the Village.
No person shall throw or permit his or her employees to throw or in any manner deposit or place in any manner any stones, manure, slops, leaves, waste papers, brush, decayed fruit, vegetables or rubbish or refuse of any kind upon any street, lane or sidewalk of the Village.
No person shall wantonly cut or otherwise injure any ornamental or shade tree, shrub or plant in any street or public park of the Village.
All awnings suspended over sidewalks on streets in the Village of Clayton must be not less than seven feet above the walk, except that the inside ends of iron supports may be let down for the purpose of raising or lowering said awnings. No person shall allow such awnings or iron supports to be below seven feet in height except while raising or lowering awnings.
No persons shall loaf or gather upon the street corners, sidewalks or crossings or in any public place in the Village so as to hinder or impede the free and unobstructed use of said walks, except in case of public gatherings.
No person shall skate or run handsleds or any other vehicle upon any sidewalk.
All acts of amusements such as playing ball in streets or the discharge of firearms or fireworks or other act amusement or practice by which persons or property is endangered are hereby prohibited.
No person shall move or permit his or her employees to move any building through the streets of the Village without the written permission of the Board of Trustees.
No person or persons shall string or cause to be strung any telegraph, telephone, electric light or other wires in, upon, over or across the streets or set up any poles in the streets of the Village, without the written permission of the Board of Trustees.
No person shall molest, interfere with or change the grade of any public street, gutter or sidewalk in the Village without the written permission of the Board of Trustees.
No person shall ride on horseback or in any wagon, carriage or cart or lead or drive any horse, cattle or swine upon any of the sidewalks of the Village, except in necessarily crossing the same, nor permit or suffer any teams, horses, oxen, cart, sleigh, carriages or vehicles in his or her charge or drawn by him or her to stand upon or across any sidewalk or crosswalk within said Village or teams, horse or horses to remain there untied.
Any violation of the provisions of this article shall be punishable by a fine not exceeding $250 or imprisonment for a term not exceeding 15 days, or both.
