Parking meter zones are hereby established on those streets or parts of streets described in Schedule XVIII (§ 120-58), and the parking of vehicles in such zones shall be in accordance with the provisions of this article during the hours of meter operation, as specified in § 120-25.

Parking meters shall be in operation during the hours of 9:00 a.m. to 6:00 p.m. Monday through Saturday. Parking meters shall not be in operation on Sundays. Parking meters shall have a three-hour limit.
As used in this article, the following terms shall have the meanings indicated:
VEHICLE
Any device by which any person or property may be transported upon a highway, except those devices operated upon rails or tracks.
The Mayor shall provide for installation of meters, including curb or street marking lines, regulation and operation thereof, and shall cause said meters to be maintained in good workable condition. Meters shall be placed upon the curb next to designated parking places and shall be so constructed as to display a signal, or signals, showing legal parking upon deposit therein of the proper coin, or coins, of the United States as indicated by instructions on said meter and for a period of time conforming to the parking limits of the Village of Clayton as indicated by instructions on said meter, said signal to note the expiration of the purchased parking time by a steady movement toward the zero mark or violation point on the dial.
The Village is hereby vested with the authority to enter into a contract for the purchase and installation of parking meters and to provide for payment therefor from the receipts obtained by the Village from their operation.
When any vehicle shall be parked next to a parking meter, the owner or operator of said vehicle shall park within the area designated by the curb or street marking lines and as indicated on the meter for parallel or diagonal parking and, upon entering said parking space, shall immediately deposit in the meter only coins of the United States, as indicated by instructions on said meter allotted for his car. It shall be unlawful for any person to fail to park within said designated area or to fail or neglect to deposit the proper coin or coins. It shall be unlawful for a person to park a vehicle at any place on the streets indicated in Schedule XVIII (§ 120-58) except within a parking space in the parking meter areas. Said parking space may then be used by such vehicle during the legal parking limit as shown and indicated on said meter, and said vehicle shall be considered as unlawfully parked if it remains in said space beyond such legal parking limit and when said parking meter, by a signal or flag, indicates expiration of said parking period. It shall be unlawful for any person to cause or permit any vehicle registered in his name to be unlawfully parked as set out in this section.
It shall be unlawful to deposit or cause to be deposited in any parking meter any slug, device or metallic substitute for a coin.
It shall be unlawful for any person to mar, tamper with, remove, open, break, destroy, impair or attempt to impair the usefulness of any parking meter.

A. 
In addition to their other respective duties and powers, the police, Dock Attendant and the Superintendent of Public Works of the Village of Clayton are hereby authorized and empowered to enforce any statute, local law, ordinance, rule or regulation relating to parking, stopping and standing of motor vehicles in connection with the performance of their respective duties.

B. 
In accordance with Municipal Home Rule Law § 10, Subdivision 4(a), and Criminal Procedure Law § 150.20, Subdivision 3, the Dock Attendant and the Superintendent of Public Works of the Village of Clayton shall have the power to issue and serve appearance tickets in connection with the performance of their respective duties in enforcing any statute, local law, ordinance, rule or regulation relating to parking, standing or stopping of motor vehicles. The issuance and service of appearance tickets by the Dock Attendant and the Superintendent of Public Works of the Village of Clayton shall have the same force and effect as if served by a peace officer.

C. 
Appearance tickets shall be of a form and content acceptable under, and shall be issued in accordance with, Article 150 of the Criminal Procedure Law of the State of New York.
The fees required to be deposited in said meters are hereby levied as police regulation and inspection fees to cover the cost of providing parking spaces, parking meters and installation and maintenance thereof and the cost of regulation and inspection, operation, control and use of the parking meter spaces and zones created herein, for the regulation and control of traffic moving in and out of, and parking in, said parking spaces and zones so created, and for the cost of any resultant traffic administration by the Village officials of Clayton.
