A. 
There shall be a Department of Health and Human Services, the head of which shall be the Board of Health and Welfare. The Board shall consist of the members of the Board of Health and the members of the Local Assistance Board, ex officio.
B. 
The Board of Health and Welfare shall appoint the Local Health Officer as chief executive officer of the Department.

A. 
There shall be two divisions within the Department of Health and Welfare, as follows:
(1) 
Division of Health, which shall consist of a Board of Health of seven members, to be appointed by the Township Council of the Township of Bloomfield for the terms provided by this section, consistent with the Charter, this Code and other Township ordinances, as set forth herein; the Local Health Officer and the officers and employees of the Division; and a member of the Township Council of the Township of Bloomfield to serve as municipal liaison. The municipal liaison shall serve as a member of the Board for a period of one year and shall not be entitled to vote at any meeting of the Board.
(a) 
Each of the seven members will each be assigned a designated seat number, identified as Seat 1 through Seat 7. Each seat shall carry a fixed term length as established herein in accordance with applicable State requirements. Appointment to the Board, as described in Subsection A(1) above, shall be made by seat number, and the appointee shall serve the term length associated with that seat, regardless of the date of appointment, subject to the provisions outlined below.
(b) 
The term of each current board member, as of the effective date of this ordinance change, shall remain in effect until the expiration date established. Upon the expiration of each current term, the following transitional terms shall apply on a one-time basis before the standard term cycle is adopted:
Seat 1: 3 years
Seat 2: 4 years
Seat 3: 2 years
Seat 4: 3 years
Seat 5: 0 years
Seat 6: 0 years
Seat 7: 4 years
(c) 
The standard term lengths for each seat following the above transitional term lengths shall be as follows:
Seat 1: 3 years
Seat 2: 4 years
Seat 3: 3 years
Seat 4: 4 years
Seat 5: 3 years
Seat 6: 4 years
Seat 7: 4 years
(d) 
Terms shall commence on January 1 of the year of appointment and shall expire on December 31 of the final year of the term, unless otherwise provided by law or until a successor has been duly appointed and qualified.
(e) 
In the event of a vacancy in any seat, an appointment shall be made to fill the unexpired term of that specific seat.
(f) 
Nothing in this section shall preclude reappointment of any member upon expiration of their term.
(g) 
The assignment of seat numbers is for the sole purpose of identifying term lengths and does not imply any ranking or authority within the Board.
(h) 
This section shall remain in effect without the need for amendment unless and until the structure or number of seats on the Board is modified by ordinance or law.
B. 
The Local Health Officer and the Director of Welfare shall be appointed by the respective boards, subject to the approval of the Council, for the terms prescribed by law and shall be removable as provided by the Charter.
Subject to the provisions of this chapter, the Division of Health shall have and perform all of the functions, powers and duties vested in a Local Board of Health, Health Officer or Local Health Department by state statutes, this Code and other ordinances of the Township.
Subject to the provisions of this chapter, the Division of Welfare shall perform all of the functions, powers and duties of a Local Assistance Board and Director of Welfare as prescribed by state statute, this Code or other ordinances of the Township.
