The Borough of Crafton hereby establishes a Sewer Use and Reconstruction Fund for the exclusive purpose of repair and replacement of the Borough sewers.
Charges for sewer usage shall be established from time to time by resolution of Borough Council.
A.
The billing for the sewage use shall be sent to each property owner and delinquency thereof shall be liened against the property.
B.
The monies collected from the sewer usage shall be maintained in a separate interest-bearing account and all expenses for administration billing shall be paid from that fund.
C.
The billing for sewage use may be done through a private entity, including but not limited to the local water provider; and any such private entity shall have authority to collect said billing together with all delinquencies in the manner now utilized in water billing.
