The purpose of the C-1 Shopping Center District is to provide for the location of businesses with a market area larger than that of the immediately adjacent neighborhood, and which is characterized by heavy vehicular access and parking requirements, and in some instances by large building area requirements. Low-density residential and industrial use of the land is prohibited, as well as any other use which would substantially interfere with the continuation or development of the commercial structures and uses in the zoning district.
In the C-1 Shopping Center District only the following uses are authorized:
A. 
Permitted uses.
(1) 
Principal uses:
(a) 
Bar or tavern.
(b) 
Building materials sales establishment, in an enclosed building.
(c) 
Business or professional offices; medical offices.
(d) 
Business services.
(e) 
Car wash.
(f) 
Commercial amusement enterprise; commercial recreation.
(g) 
Convenience store.
(h) 
Day-care center.
(i) 
Drugstore.
(j) 
Financial institution.
(k) 
Firearms sales in a sporting goods or general merchandise store.
(l) 
Food store.
(m) 
Funeral home.
(n) 
Garden center.
(o) 
Grocery store.
(p) 
Hardware; home improvement store.
(q) 
Laundromat; dry cleaners pickup.
(r) 
Medical clinic.
(s) 
Personal service shop.
(t) 
Pet grooming.
(u) 
Repair shop.
(v) 
Retail stores.
(w) 
Retail and wholesale distribution of beverages.
(x) 
Restaurant; catering business.
(y) 
Theater and places of assembly.
(z) 
Veterinary clinic.
(aa) 
Essential services.

Forestry, subject to § 225-120K.

(2)

Signs, subject to Article XV.

Off-street parking areas (public or private) and off-street loading, subject to Article XIV.

Accessory uses customarily incidental to and on the same lot with any permitted use, conditional use or use by special exception authorized in this zoning district.
(d) 
Fences, subject to § 225-122C(3).
(e) 
Drive-in facilities accessory to a permitted principal use, subject to § 225-125.
B. 
Conditional uses.
(1) 
Principal uses:
(a) 
Automobile service station, subject to § 225-118C.
(b) 
Community service institution, subject to § 225-118M.
(c) 
Public buildings, subject to § 225-118CC.
(d) 
Mid-rise or high-rise apartment, subject to § 225-118AA.
(e) 
Public utility buildings or structures, subject to § 225-118 FF.
(f) 
Educational, religious or philanthropic institutions, subject to § 225-118M.
(g) 
Vehicle rental, vehicle sales, subject to § 225-118LL.
(h) 
Use group development, subject to § 225-118JJ.
(i) 
Public parking garage, subject to § 225-118L.
C. 
Uses by special exception.
(1) 
Principal uses:
(a) 
Temporary use or structure, other than a construction trailer, model home or sales office, subject to § 225-118II.
(b) 
Expansion of nonconforming use, subject to § 225-118P and § 225-140D.
In the C-1 Shopping Center District all uses shall be subject to the following regulations, except as they may be modified by the express standards and criteria for the specific conditional uses and uses by special exception contained in Article XVI.
A. 
Minimum lot area.
(1) 
Mid-rise or high-rise apartments: one acre.
(2) 
Use group development: 40,000 square feet.
(3) 
Lots for other authorized principal uses: 20,000 square feet.
B. 
Minimum lot width.
(1) 
Mid-rise or high-rise apartments: 200 feet.
(2) 
Use group development: 100 feet.
(3) 
Lots for other authorized principal uses: 75 feet.
C. 
Maximum lot coverage: 90%.
D. 
Maximum dwelling unit density.
(1) 
High-rise apartments: 36 units per acre.
(2) 
Mid-rise apartments: 15 units per acre.
E. 
Minimum front yard: 25 feet.
F. 
Minimum rear yard.
(1) 
All principal and accessory structures adjacent to any "R" District: 25 feet.
(2) 
All others: 15 feet.
G. 
Minimum side yard.
(1) 
All principal and accessory structures adjacent to and "R" District: 25 feet.
(2) 
All others: 15 feet.
H. 
Distance between buildings (where two or more buildings are on one lot): 20 feet.

Maximum height.
