It is the responsibility of the City Council to provide for
the safety of the citizens, and to further provide fire prevention
and fire suppression service for the City. The Council may choose
to establish a Fire Department in order to meet these obligations.
Within any such Fire Department, the head shall be the Fire
Chief, who shall be appointed by the Manager pursuant to the Civil
Service Law.
The Council shall determine the number of active fire fighters
who shall constitute the Fire Department. Subject to the Manager's
approval, the Fire Chief shall, pursuant to such determination and
to the Civil Service Law of the State of New York, appoint, promote,
discipline, suspend, or remove such firemen.
