(A)
There shall be a Planning and Development Committee whose five members shall be appointed by the City Manager. No member of City Council may be appointed to this Committee.
(B)
There shall be one alternate member position established for purposes of substituting for a member in the event such member is unable to participate because of a conflict of interest. The alternate member of the Planning and Development Committee shall be appointed by the City Manager. When acting in place of a member of the Planning and Development Committee who is unable to participate due to a conflict of interest, the alternate member shall possess all the powers and responsibilities of such member of the Committee. All provisions of this section shall apply to such alternate member, to include attendance rules.
